促进区域经济协调发展的财政政策研究

【摘要】 区域经济发展不平衡是所有现代化国家的普遍现象。区域差距超过一定限度将会导致政治、经济、社会等一系列问题，因此，区域差距问题一直是学术研究及政策争论的核心。我国改革开放以来的短短二十余年，中国经济飞速发展、人民生活水平极大提高，但日益扩大的地区发展差距问题成为影响中国经济持续发展的最大挑战之一，从而引起了政府和社会的广泛关注。因此，社会主义市场经济条件下，如何充分发挥政府的作用，制定有效的区域经济财政政策，促进中西部地区发展，逐步缩小地区差距，已成为理论界和实际工作者面临的一项重大课题。系统研究国家的区域经济财政政策，既具有理论和实践价值，又富于开拓性和创新性。本文从区域经济政策的角度来研究目前的区域发展差异问题，着重探讨了区域发展中财政政策对区域发展差异的影响，并在此基础上提出了解决我国区域经济差距的财政政策建议。本文共分六部分，第一部分主要是对区域经济发展不平衡的一般分析，指出了区域经济发展不平衡是世界各国普遍存在的问题，并分析了区域经济发展不平衡所带来的影响。第二部分主要从理论上阐述了财政政策在促进区域经济协调发展中的功能，明确了区域经济财政政策的基本目标和基本手段。第三部分我国区域经济发展不平衡的现状及其成因，通过主要经济指标的比较，更直观的再现了我国各区域经济发展的差异，并对其原因和影响进行了分析。第四部分对我国长期以来区域经济财政政策的实施状况作了一个具体描述，并在此基础上对现行的政策进行了评析。第五部分通过对世界主要国家实施的区域经济财政政策的比较分析，总结他们的经验加以借鉴。第六部分促进区域经济协调发展的财政政策选择，主要从调整税收优惠政策、完善财政转移支付、财政投融资以及与其他政策相互配合等几方面，对我国区域经济的协调发展提出了一些政策建议。更多还原

【Abstract】 The unbalance of economic development in district is all widespread phenomenons in modernize nation.The district margin’s exceeding certain limit will cause politics,economy,sociecy ect.A series of problem, therefore,the unbalance of development in district is the margin problem of academic research and the policy dispute.Our nation economy flies to develop,and the people living level raise soon after over 20 years of our country reform.But the increasingly extended problem of unbalance developmemt in dictrict has becoming the biggest challenges of our national influences development of economy.Thus causing the extensive concern of the government and society.Therefore, its has been an important topic of the theories and actual worker that how to develop the function of the government well, draw up economic public finance policy in valid district, promote medium western region’s developmental Reduce the region margin gradually in the socialism market economy condition. The system studies of economic public finance policy in district of the nations have theories and practice value, both rich in expandition and innovation.This Thesis is emphasizing to inquiry into the the public finance policy of the district development’s influence of the difference in the district development.and then put forward my public finance policy suggestion of Solving our country district margin.This Thesis is totally divided into six part. Part 1 is the general analysis of the unbalance development of dictric economy. pointed out that unbalance development of dictric economy is a widespread problem in most nations of the world.and analyzed the influence of the unbalance development of district economy.The second part mainly elaborated the public finance policy’s function in economic coordination development in district. explicit the basic target and basic means of economic public finance policy in district. The third part point out the present condition and how it becomes of unbalance development of our country’s district economy.kept the emersion of view of unbalance development of our country’s district economy from the comparison of economic index. And make analysis on its reason and influence.the forth part make a concrete escription of Implement of our economic public finance policy in district.And make a critique to the current policy on this foundation.The fifth part is Summarying their experience and draw lessons from compairing analisis of conomic public finance policy in district carried by main nations in the world.The sixth part is talk about the public finance policy options of promoting economic coordinationdevelopment.mainly from adjusting special tax policy, perfecting transference of public finance tax,public finance hurl margin and with other positive matches mutually etc. put forward some policy suggestions of our country’s coordination development of district economy.更多还原
