中国出口企业与SA8000蓝色贸易

【摘要】 企业社会责任运动兴起于上世纪60年代,最初以公司社会责任守则的形式出现,以作为发达国家公司内部的管理措施。80年代后,尤其是到了90年代,企业社会责任运动愈发风行于西方发达国家。1997年,社会责任国际组织(SAI)通过发起并联合欧美一些跨国公司和其他国际组织,制定了SA8000社会责任国际标准(SA8000:Social Accountability 8000 International Standard,简称SA8000标准),作为全球第一个可用于第三方认证的社会责任管理体系标准。随着中国经济的强劲发展和社会的不断进步,企业社会责任正在被我国沿海地区的许多企业逐渐认识和接受。很多企业,尤其是大型企业开始注重改善劳工条件,加强企业信用管理,树立企业自身形象,强调“以人为本”,做“对社会负责任的企业”。成功地履行自己的社会责任是企业实现对利益相关者有效激励、解决自身劳动纠纷以及走向国际市场的前提。伴随着越来越多的国内企业取得SA8000标准认证,政府、社会和学术界给予了SA8000标准很多的关注和支持。但是,当前SA8000标准在国内的认知度还不高,企业对SA8000标准的适应能力也比较弱或是在敷衍履行其所谓的“社会责任”,政府对SA8000标准的关注也还远远不够。针对以上存在的问题,政府、社会、学术界以及企业自身都应行动起来积极推进中国的企业社会责任建设。本文首先论述了中国企业履行SA8000标准的必要性,尤其是从对利益相关者有效激励的视角分析了SA8000标准对于企业的发展所起到的巨大作用。文章第二部分分析了目前中国企业履行SA8000标准的现状以及存在的问题。针对以上问题,文章最后一部分重点阐述了促进我国企业实施SA8000蓝色贸易的措施,包括政府立法支持和加强执法、学术界理论研究、社会舆论以及企业自身的积极参与等。本文在论述过程中引用大量调查数据及案例。不同于常见报刊、学术期刊的关于企业社会责任和SA8000标准的论文,本文重点而且较为详尽地、具体地从政府、社会、学术界和企业自身四个大的方面提出了促进我国企业实施SA8000标准的政策、措施。
【Abstract】 Social Accountability Campaign originated in the 1960s with the form of company’s social responsibility rules as the managerial measures for some large companies in advanced nations. In the1980s-90s, the Social Accountability campaign got popular and hot in western advanced nations. In 1997, Social Accountability International (SAI), together with some international organizations and some multi-national firms in western nations, formulated Social Accountability 8000 International Standard (SA8000) as the first social accountability managerial system of third-party authentication.With the rapid growth of the economy and the continuous progress of the society, many Chinese enterprises in the costal areas are increasingly understanding and accepting enterprise social accountability. Lots of enterprises, especially large ones, are on their way to improve labor conditions, strengthen credit management and set up their social image for the aim of "to Be Responsible Enterprises" with their emphasis of "Human-orientation". The successful implementation of SA8000 standard is the necessities for incentives to stakeholders, solving labor disputes and developing abroad. With more and more domestic enterprises getting certified of SA8000 standard, governments, society and the academia now give much attention and supports to SA8000 standard.However, at present there is the vast gap between the status quo of Chinese enterprises’ implementation of SA8000 standard and that of their counterparts in advanced nations, which is not yet satisfactory. Currently, there is low social awareness and recognition and inadequate governmental contributions to SA8000 standard. Also enterprises are weak in the adaptation to SA8000 standard and some even perform fake implementation of their social accountability. Therefore, governments, society, the academia and enterprises should make efforts together for the promotion of social accountability in China.This dissertation first focuses on the necessities of Chinese enterprises’ implementation of SA8000 standard, especially from the angle of incentives to stakeholders of an enterprise. In the second chapter, the status quo of Chinese enterprises’ implementation of SA8000 standard are discussed and in the last chapter, consequently, measures to promote Chinese enterprises’ SA8000-based Blue Trade are introduced as governmental perfection of laws and regulations, theoretical study and directions, social enhancement and enterprises’ active participation.A large amount of numbers, surveys and cases are quoted in this dissertation. Also this dissertation, in large and concretely, advances the policies and measures for the promotion of SA8000 standard in China in such four aspects as governments, society, the academia and enterprises, which is different with the articles and news related to SA8000 standard commonly seen in newspapers and academic journals.
