【摘要】 伴随着国际贸易日趋自由化、金融国际化和区域经济一体化的发展，国与国之间在经济综合实力上的竞争日益激烈。越来越多的事实表明，一个国家国际竞争力的强弱直接决定了该国在世界经济中的地位。而国家整体经济实力的强弱，是由其主要产业国际竞争力的强弱来决定的。这就使得中国的产业发展面临的国际竞争压力日益增大。20世纪90年代以来，随着我国社会主义市场经济体制的建立和完善，国内区域之间的竞争已集中表现为各区域之间的产业竞争。如何提高区域产业竞争力已经成为各地区工业产业，开拓占领市场并促进当地经济发展的关键。因此论文对工业产业竞争力的研究顺应了经济发展的方向，具有一定的理论和现实意义。论文在国内外产业竞争力研究的理论方法基础之上，建立了自己的产业竞争力评价体系、评价方法和评价程序。分析了河北省36个行业与全国同行业的比较差异，河北省工业综合竞争力在全国31个省市中的发展地位，探求了河北省工业竞争力发展的问题所在，并提出了提高河北省工业产业竞争实力的对策建议。其主要内容概括如下：首先，从河北省工业发展的现状出发，从总投入、总产出、总销售、和总效益四个角度，将省内发展近况与全国平均水平进行了对比，得出其相对发展程度。其次，运用比较劳动率法，偏离-份额法，将河北省各行业发展水平与全国同行业发展水平进行了横向对比分析。结果发现，河北省多数行业没有达到国家平均水平。随后，又运用因子分析方法将河北省工业行业和全国各地区工业行业的总体竞争力进行了纵向对比分析，得出河北省的因子总得分排名为全国第8位，属全国前列水平。但是其在产业效率和产业魅力因子中排名却非常靠后，说明河北省的这两项因子指标数值均偏低，产业发展不全面。最后文章依据以上实证分析结果，总结出了河北省工业产业发展的问题，并相应的提出了对策和建议。论文在充分借鉴了前人研究成果的基础上，形成了自己的创新之处：1．将比较劳动率法，偏离-份额法和因子分析法结合使用，对河北省工业产业竞争力进行了横向和纵向两个方面的实证研究，使分析结果更加立体化、具体化，这利于对其进行详细的分析和得出准确的对策。2．虽然很多学者对产业竞争力进行了一定的研究，但是大多数集中在产业国际竞争力上。而将研究集中于工业领域，而且是河北省区域的研究还很少。所以，本文丰富了这一理论研究。更多还原

【Abstract】 Be accompanying with the development of international trade liberalization, financeinternationalization and area economy integration, the competition between countries oneconomic strength is gradually fierce. More and more fact indicated that the strong or weakinternational competitive power of a country has decided its position in world economydirectly. The country’s economic strength is decided by the international competitivepower of its main industry. It was made the pressure the Chinese industry developmentfaced increased gradually. Since 1990’s, with the establish and perfection of our country’ssocialist market economy, the competitive power in china between areas has expressed theindustrial competitive power between areas. How to raise area industrial competitivepower has already became the key to develop industry markets and promote localeconomic growth for the industries. Therefore the study on industrial competitive powerwas conformed to the economic growth direction and had theoretic and practicalsignificance.On the base of the theory and method about industrial competitive power of overseasand domestic, we have set up the evaluation index, method and procedure of competitivepower. Have analyzed the comparing differences between 36 industries in Hebei and inchina, the industrial competitive power’s developing position of Hebei in 31 provinces,have sought the industrial competitive power’s problem of Hebei and have broughtforward a countermeasure to raise the industrial competitive power of Hebei. The maincontent has summarized as follows: First, from the current situation of Hebei, carried out acrosswise contrast to the recent developments in Hebei and the average national level fromfour angles about total investment, total delivers, total sales, total benefit and obtained therelative degree of development. Second, carried out a contrast to the industry level inHebei and in the whole country by using comparative labor productivity, shill-sharemethod. Found that most industries in Hebei have not achieved the national average level.Then carried out a longitudinal contrast to the total industrial competitive power in Hebeiand china by using factor analysis, and got the position of its total factor score is 8th inchina. But the score of its industry productiveness factor and industry attraction factor werelow, and illustrated the development of industry was incompletely. At last the thesisconcluded the problems about industrial competitive power in Hebei according to the resultof the positive analyze above and came up with the countermeasure correspondingly.The thesis has formed the innovation on the base of former research findings: 1.usedmultiple methods of evaluation and made the result more concrete and more stereoscopic.It was beneficial to get a accurate result. 2. Most research about industrial competitivepower were focused on the international competitive power, and the study on the area industrial competitive power especially on Hebei industry was seldom.
