【摘要】 论文对生态安全规划的理论和环境评价方法进行了介绍和研究，并以深圳市水生态安全规划作为实证进行研究，将为深圳市生态市建设及政府的环境保护决策提供参考性意见。论文主要内容包括：水生态安全体系研究是关于水环境功能区、生态分区的质量评价，及今后发展定位和相关污染物控制的规划研究。论文概述了国内外水生态安全体系规划研究的经验和教训及研究进展，并运用单因子分析法、指标分析方法对深圳水生态各个分区的水质量安全问题进行了分析，研究表明深圳水生态功能分区中的饮用水源、城市景观水体等地表水系统已经超出水安全允许范畴，现在已经不能适应深圳市的可持续发展，必须进行综合治理并加大管理力度，其中包括深圳市水安全体系保障目标的建立，水环境污染物总量控制策略、水生态安全体系建立的策略等，这些措施的实施，都将为深圳市今后水环境质量的改善提供一个良好的基础。本文可作为今后水务管理的依据，而且对我国大规模的水环境安全体系规划、水环境治理的相关理论研究和实践的发展也有重要的意义，并为我国管理体制改善提供参考。更多还原

【Abstract】 Paper introduced and researched on theory of water environment security, and using the example of Shen Zhen, in this way, providing some constructive opinion to government for ecological city building and protecting environment. The following is main content.Water ecology security system research is composed of regional function division of water environment, quality evaluation of function division, developing direction and controlling contamination. Paper summarize the research of water-environment security system, and analyze some problem of water-environment security of Shen Zhen by using index analysis. As a result, water-environment can’t support the sustainable development of Shen Zhen, and the government must enhance the supervising. The paper applied ecological planning and security methods to evaluation the water environment regional division, and forecast the contamination index to be control, which can be using as a basis in managing environment.Also, this paper may be have a important meaning in a large scale water environment planning, advance research of water environment controlling and so on.
