基于GIS的城市电网计算机辅助规划系统的研究

【摘要】 城市电网规划是电网发展的一个重要环节,同时它又是一项复杂的系统工程。城网规划工作具有规模大、不确定因素多、涉及领域广的特点,仅仅依靠人工经验进行规划已经远远不能满足现代电网规划的要求。将地理信息系统(GeographicalInformationSystem,简称GIS)平台引入城市电网规划,能够极大地方便规划数据的收集和管理,使规划工作更为直观可视化,提高规划人员的工作效率。本文研究和开发基于GIS的城市电网计算机辅助规划系统,目标在于将GIS与城市电网规划工作相结合。不仅减轻规划设计人员的工作强度,而且可以从整体上提高电网规划的科学决策水平,对于电网发展具有重要的学术和现实意义。本文在分析研究城市电网特点及其规划工作的实施步骤的基础上,基于MapInfoProfessional技术构建了适用于电网规划的GIS平台。以VB和GIS组件——MapX为开发工具,解决了电网空间数据与属性数据的关联问题,设计并实现了一个城市电网计算机辅助规划系统,并提出了详细的变电站规划推理规则和流程。不仅考虑对已有变电站的增容扩建,而且还考虑新建变电站的规划选址。在选址优化模型的设计上,考虑到了城市电网负荷复杂多样的特点以及决策者追求目标的不同,编辑了四种基于不同目标的数学优化模型。该系统包含了电网信息数据库、规划模型库、规划规则知识库和地图图形库。系统设计了变电站规划、网络规划等多个规划功能模块,各模块遵循规划流程通过系统命令实现了有序运行。本文系统地介绍了基于GIS的城市电网计算机辅助规划系统的基本设计原理和实现方案。其中,变电站的智能规划是本文重点研究的内容。通过组件式GIS技术、面向对象技术和智能技术的结合实现了图形系统、数据库系统和规划系统的集成一体化,实现了规划工作的可视化、智能化,显著地改善了规划设计效率,整体上提高了规划水平。通过规划实例,表明了采用本辅助系统进行电网规划的高效性和科学性。
【Abstract】 Urban Power Network Planning, as a crucial part in power gird developing, it is a complicated system engineering, specially having sweeping scope, excessive uncertain and extensive involved domains. Only depending upon planning-worker’experience, it is unable to satisfied for the requirement of modern power network planning. Leading GIS into the urban power network planning can be easy for gathering and managing the planning data, make the planning work directly visualized and improve the planner’s work efficiency. This paper researchs and exploits an urban power network system based GIS for the aim of realizing an integration of GIS and urban power network planning. It can not only relieve labor intensity of planning-workers but also improve scientific decision level of power network planning. It inevitably has important academic and realistic meaning.In this paper, on the base of analyzing the characteristics of urban power network and the process of planning, a GIS platform used for power network planning is constructed based on the MapInfo Professional technology. Using VB and a GIS component called MapX as the developing tool, the problem of connection of power network spatial data and attribute data is resolved, and some detailed interfering rules and program of substation planning is proposed. Substation planning considers that not only increasing capacity or making an extension for exiting substation but also address planning of the new substation. This system edits four kinds of mathematical model in the part of choosing and designing addressing optimization model considering the complicate of the urban power network and the various aims of decision-maker. This system contains rich power network database, planning model-base, planning principle knowledge-base and map graph-base. Some planning function modules are developed. These modules are controlled by system’s order, which realizes the manipulation following the planning program in turn. This paper introduces the basic principle and the developing scheme of the urban power network computer-aided planning system. Specially, the substation intelligent planning is the important crucial part of this research. The integration of graph system, database system and planning system is realized by using the Component GIS technology, object-oriented technology and artificial intelligence technology, which makes the planning work visualized and intelligent. Those improve the work efficiency of planning obviously and advance planning level entirely. Finally, the experiment of planning indicates the high efficiency and scientific nature of applying this system to power network planning.
