【摘要】 台湾经济能在短短40年时间里实现现代化,是与其选择大力发展中小企业的经济发展战略密切相关的。台湾的中小企业之所以能够发展成功一个重要原因就是通过构建中小企业融资体系比较成功地解决了中小企业的融资问题,这一点对内地的中小企业发展具有借鉴意义。本文探讨了台湾中小企业发展中的金融支持问题。本文首先从台湾中小企业的发展历史出发,论述了中小企业在台湾经济发展中的贡献并归纳出台湾中小企业的特点,在此基础上对台湾中小企业的融资需求进行了分析,包括对融资特点和融资缺口进行了分析。指出台湾中小企业融资需求的缺口主要依靠银行信贷和民间融资渠道得到满足。其次,分析了台湾中小企业融资体系并总结了该体系的成功经验与不足之处。台湾中小企业融资体系的经验就是以非正规融资为基础的融资体系。该体系中非正规融资发挥了重要的作用,非正规融资与正规融资的协调合作及政策性融资也很重要。该体系的不足之出也内生地体现在该体系的各个方面,需要加以注意。再次,在以上内容的基础上通过分析内地中小企业的发展状况及中小企业融资体系总结出内地中小企业融资体系的不足及台湾中小企业融资体系对内地的启示。最后,本文提出要借鉴台湾的经验,立足内地实际,完善中小企业融资体系。具体内容包括完善法律制度、建立专责中小企业事务的部门、引导和规范非正规融资体系发展、完善正规融资体系及提高中小企业素质等。更多还原

【Abstract】 Taiwan’s economy in a short period of 40 years to achieve modernization。This is vigorously closely related to their choice of the road of the development of SMEs。One of the important reasons of Taiwan’s successful development of SMEs is able to build a successful SMES financing system to solve the problem of SMEs financing, which can draw on the development of SMEs in the mainland。This dissertation discusses the issue of financial support for the development of SMEs in Taiwan。This dissertation start from the history of SMEs of Taiwan,discusses the contribution of SMEs to Taiwan’s economic development and summed up the characteristics of SMEs of Taiwan。On the basis,analysis the financing needs of SMEs in Taiwan, including the financing gap analysis and financing features。To meet the demand of Taiwan’s SMEs financing shortfall is more on bank credit and private financing channels。Finally,this dissertation analysis the Taiwan SMEs financing system and summarizes the experiences and shortcomings of the system。Taiwan’s experience is the SMEs financing system for multi-storey financial arrangements and the financial arrangements based financing system。The system has played an essential role in the informal financing,non-formal financing with the formal financial cooperation and policy coordination is also very important financing。The system also reflects the shortcomings of the system,and need to take attention。On the basis of the above, by comparison with the development and SMEs financing system of mainland and Taiwan,find out mainland financing system’s shortcomings and Taiwan SMEs financing system’s inspiration to mainland。Proposed to the experience and shortcomings of Taiwan,based on mainland reality, establish the SMEs financing system compatible with the Mainland’s financial structure。Specific content include sounding legal system,establish a dedicated SMEs affairs departments to guide and regulate the informal finance,improve the quality of the formal financial system and SMEs。更多还原
