湖南省优先发展城市公共交通技术研究

Technology Study on Development of Urban Public Transportation Priority in Hunan Province

【摘要】 随着城市交通问题的日益突出,大力发展公共交通,实行“公交优先”战略已成为现代城市发展交通的明智选择。公共交通优先发展涉及到政策、客运管理、基础建设和优先技术诸多方面因素,是一项庞大的城市管理系统工程,本文主要从技术层面上对湖南省城市公共交通发展进行技术引导,旨在发挥城市基础设施的整体效益,保证城市的可持续发展。本课题首先根据城区面积和人口规模的大小选择了湖南省8个不同类型的城市进行调查。通过调查结果的分析,得出湖南省各城市在公交线网设置、场站设施建设、公交调度管理、车辆配置和公交专用道的设置等方面存在的问题。针对以上问题,结合湖南省公交发展的现状,从公交线网、场站建设、公交调度、车辆配置和公交专用道的设置方面提出了优先发展公共交通的技术引导措施或改善建议。其次,文章对信号交叉口优先技术进行了专项研究。介绍了信号交叉口优先技术的类型,从理论上研究了预信号的方案设计和延误分析。基于此,提出了将交通仿真技术应用于预信号方案设计和延误分析中的设想,并采用美国交通仿真软件TSIS对预信号进行了研究,并结合示例分析。研究表明,交通仿真技术在预信号方案设计和延误分析中的应用是可行的,具有很强的实用性。最后,本文针对公共交通发展水平评价指标建立的原则,建立了一套较完善的公共交通发展水平评价体系。详细介绍了评价指标的计算方法,并探讨了评价指标的评价标准。采用层次分析法对公共发展水平进行综合评价,提出了一级综合评价法和二级综合评价法。

【Abstract】 As the urban transportations in the world become worse, it is a wise decision to develop public transportation and to carry out the‘transit first’policy in our modern urban transportation development. Public transportation priority development included priority policy, passenger management, infrastructure and priority technology, which is an enormous system of urban management. The thesis studied technology guidance to urban public transportation development of Hunan province, in order to improve the whole benefit of infrastructure and guarantee urban sustainable development.Firstly, public transportation development condition was investigated in eight cities of Hunan province which were chose according to the city’s area and population. Analyzing the investigable result, some problems were discovered in planning bus network, construction of bus station, bus parking and maintenance site, the system of bus dispatching and bus facility and construction of bus lane. Secondly, the technology guidance or improvement proposal was suggested on the basis of public transportation condition of Hunan province.Afterwards, the specialized study of signal intersection priority was conducted. Categories of signal intersection priority were introduced. Bus priority of intersection using pre-signal was studied in theory method. Traffic simulation technology is used to study bus priority of intersection using pre-signal. By means of Traffic Software Intergrated System (TSIS) to study pre-signal control strategy, the simulation experiment indicated that it’s a feasible and suitable measure.Finally, in light of the principle of establishing evaluation items, the evaluation system of bus traffic development was established and applied to the relevant field of Hunan province. The calculation manners of items were explained and evaluation criterions were presented. By AHP (Analytic Hierarchy Process) , synthetic evaluation system to bus development was established.
