【摘要】 目前,中欧(欧盟及其前身欧共体)关系是中国对外关系中最重要的双边关系之一。时值21世纪的今天,欧盟正通过奉行“积极的多边主义”,力求扮演“全球性角色”,发挥全球性作用;中国则是崛起中的发展中大国,在亚洲乃至世界发挥着日益重要的政治作用。中欧没有地缘政治冲突,并且具有中美和中日所不具备的先天条件,即没有或者说较少受到政治和感情因素的困扰。但是中欧在文化传统、政治制度、经济利益、意识形态等方面均存在着巨大差异,这是中欧之间产生意见分歧和利益冲突的根源。中国应确立更加积极有效的对欧战略,制定更具现实指导意义的对欧政策,使我国在对欧外交中处于主动地位,以确保中欧关系健康顺利地向前发展。正视中欧关系现存的问题,剖析其成因,制定行之有效的应对战略,对指导我国的对欧外交和营造和平发展的国际环境,均具有重大的现实指导意义。本文从中共党史、国际关系、国际政治等多学科、多视角,就这一具有重要学术价值和现实指导意义的问题进行尝试性探讨。论文由三部分组成:第一部分,主要就世纪之交中欧间存在的主要问题进行探讨,包括政治互信问题、贸易争端问题、军售禁令问题、人权问题等。第二部分,主要就导致中欧之间产生上述问题的历史原因、现实原因和根本原因进行系统分析。第三部分,在探讨我国总体对欧应对战略的基础上,针对上述四个方面问题提出具体的应对战略,以确保新世纪我国对欧外交的主动性。本文撰写的宗旨是:通过对世纪之交中欧间存在的主要问题和我国应对战略的系统探讨,力求弥补该问题研究之不足,为我国制定对欧外交政策提供一定的参考,为中欧关系和平、稳定和健康发展尽一份绵薄之力。更多还原

【Abstract】 At present, the relation of China and EU (European Union and the predecessor EuropeanEconomic Community) are one of most important bilateral in Chinese foreign relations. In 21century today, EU is endeavoring to act global role and displaying global affection throughcarrying out the positive multilateral principle. China is the developing nation which is rising,which is playing the important political role in Asia and even the world day by day. They donot have the geopolitics conflict, and the congenital condition which they don’t have betweenSinoUSand ChinaJapan.Namely, they have not received the puzzle from political andsentimental factor or little have. But they have great difference in cultural tradition, politicalsystem, economic interest , ideology and so on. It is the root of confliction of opinion andinterest. China must establish effective strategy and formulate the reality guiding policy toEuropean Union that causes our country to be in initiative position for guaranteed the relationof them to develop healthily and smoothly. It has reality sense to instruct our diplomacy andbuild peace developing international environment, through facing up the extant question andanalyzes its origin and formulating effectively strategy. The thesis carries on the experimentaldiscussion with the academic value and reality sense from the multidisciplinary,multiangleviews of Communist Party of China history, international relation, international politics andso on.The thesis is made up of three parts: Part one, carry on the discussion of main questionwhich exist ChinaEUin the turn of the century, including political mutual confidence, tradeconflict, arms sale prohibition rule, human rights and so on . Part two , carry on the systemanalysis to the reason cause above questions, including historical reason , the realistic reasonand the basic reason. Part three, work out concreted strategy to deal with EU to the question,order to guarantee diplomacy initiative of our country to EU, basing on of the discussion ofstrategic to EU.The objective of the thesis is: Through system discussion to the main question that existsbetween China and EU and the strategy to deal with in the turn of century, order to make upthe insufficiency of the question research.
