【摘要】 优秀的绩效是树立良好政府形象的基石,绩效评估在衡量政府的管理水平、提高政府的运作效率、改善政府服务质量等方面发挥着重要的作用,因此,政府绩效评估也成为政府改革领域一个非常热门的话题。政府绩效评估自20世纪50年代拉开序幕,经过60年代的发展,70年代的大规模应用,到80年代受到了许多国家的重视和青睐,再到90年代“评估国”的出现,如今已被世界各个国家和地区广泛运用于政府管理之中。绩效评估在政府管理中孕育、产生和发展是公共管理知识发展的结果,也是西方国家社会发展和政府改革推动的结果。随着我国行政管理体制改革和政府职能转变的深入发展,地方政府绩效评估的重要性日益突显。目前,西方国家在地方政府绩效评估的理论与实践方面都积累了较为丰富的经验,并取得了一定成就。相比之下,我国地方政府绩效评估的研究起步较晚,还处于初级阶段。本文从反思当前我国地方政府绩效评估存在的问题入手,对这些问题进行系统的梳理和分析,根据我国具体国情提出了改进策略。文章首先从地方政府绩效评估的理论分析入手,通过与其它相关概念进行对比,最终阐释它的现实意义;其次,通过理论与实践相结合来分析我国地方政府绩效评估的现状;最后,根据现状,对存在的问题进行深入思考,从四个方面提出改进策略。更多还原

【Abstract】 Outstanding performance is a cornerstone of good government image and plays animportant role in measuring government performance assessment in the management level,increasing government efficiency, improving the quality of services. Performancemeasurement has also become a very popular topic area.The performance assessment of our local government started from 1950’s, developed in1960’s, mass applied in 1970’s, be attached importance to in 1980’s, upto evaluation countryappeared in 1990’s, actually it has be widely applied in government’s management by variouscountries and areas. The gestation, producing and development of performance measurementin the government management is the result of development of public managementknowledge, and also the result of development of social and the promotion of governmentinnovation in west countries.The performance assessment of our local government has become more and moresignificant as the further development of our reforms of executive management andtransforms of government functions. At present, the performance assessment of localgovernment of western countries has accumulated more experiences and has made someachievement in both the theoretical and practical aspects. However, the researches ofperformance assessment of our local government start comparatively late and are still in thepreliminary stages.This thesis starts from the problems appearing in the present performance assessment ofour local government and systematically arranges and analyzes these questions. Furthermoreit presents some improvement measures according to our real situation. This thesis first beginsfrom the analysis of theories of performance assessment of local government and clarifies itsrealistic significance by comparing it with other similar conception. Secondly it analyzes thepresent situation and problems of performance assessment of our local government bycombining theories and practice of it. Finally according to the situation, some improvementmeasures from four aspects after deep consideration about the problems appearing inperformance assessment of our local government.更多还原
