【摘要】 受义务教育权是公民的一项基本权利,受到法律的保护。义务教育的实施和普及关系到国民整体素质的提高和民族的进步,对于提高国家综合国力和构建和谐社会至关重要。义务教育是一种公共产品,向公民提供义务教育是政府的责任,义务教育的发展状况主要取决于政府对其投入的情况。我国义务教育政府投入严重不足的问题主要表现在总体发展中存在重经济建设轻教育发展的失误和教育系统内部发展出现投入战略的失衡,其原因主要是由于指导思想、政绩观和教育观等方面出现偏差,但归根到底是由于政府转型不到位、政府职能没有根本转变所导致。本文分别阐述了义务教育与政府责任的内涵,以科学发展观和公平理论论述了义务教育是公民的权利也是政府的责任,并通过中外各国义务教育投入机制的比较来分析了我国义务教育政府投入不足的问题及其原因,最后就加强政府在此投入过程中的责任提出了建议性的对策及思考。更多还原

【Abstract】 The right of accepting the compulsory education is one of citizen fundamental rights and pretected by law. Its implementation and the popularization relates with the enhancement of the national overall quality and the progress of the nations , it is perfectly important to the enhancement of comprehensive national strength of our country and constructment of the harmonious society .Compulsory education is a kind of public product which the government should be responsible for . Its state of development depends on the investment amount from the government. The problems which compulsory education invests from the government are serious insufficient mainly displayed there was something wrong in the overall development which stressed economic development disregarding education development ,and the main reasons lie in the deviation of the guiding ideology, viewpoint of achievement and the viewpoint of education etc, however, at the end, the final reason is because of the government transformation has not been put in place, the government function has not been radically transformed yet .This paper separately introduced the connotation of compulsory education and government responsibility. It expounded with science development view and fair theory that compulsory education is not only citizen elementary right but also government responsibility , analyzed the problems and reasons why the investment amount from our government was insufficient through the comparison of compulsory education investment mechanisms between foreign and Chinese governments, and at last propsed the countermeasures and considerations on how to strengthen our government responsibility in compulsory education investment mechanism.更多还原
