上海国际化工城突发性环境污染事故防治策略的研究

【摘要】 随着上海国际化工城的建设和发展,如何应对突发性环境污染事故和有效控制其对本地区经济、社会和居住环境的影响日益摆上了议事日程。通过对危机和政府危机管理等理念的阐述,分析了突发性环境污染事故的基本特征及其危害性。结合国内外化工区突发性环境污染事故类型,概述了上海国际化工城突发性环境污染事故的类型,从而在对国内外应对突发性环境污染事故防治策略有针对性地对比分析的基础上,提出了目前上海国际化工城在应对突发性环境污染事故面临的困难和问题,即:缺乏统一协调的管理机制、突发性环境污染事故应对能力不强、对潜在的环境风险重视不够、应对突发性环境污染事故的投入严重不足等。本文首次提出了上海国际化工城应对突发性环境污染事故的防治策略――“金山模式”。共分三部分:第一部分突发性环境污染事故的预防策略:一、实行突发性环境污染事故的“风险评价”制度;二、加强事故高风险行业的监督管理;三、加强突发性环境污染事故的因果分析;四、加强宣传教育,增强员工和公众防范突发性环境污染事故的意识。第二部分突发性环境污染事故应急反应机制与防治策略:一、建立突发性环境污染事故管理和应急反应指挥机构;二、制定突发性环境污染事故应急及反应程序、完善应急反应设施;三、建立突发性环境污染事故地理信息系统( GIS)和专家系统(GS);四、事故源周边合理设置防护隔离带。第三部分环境污染事故的善后处理和影响评价。全文共分五章,第一章为绪论部分,分析突发性环境污染事故防治策略研究的背景和意义,给出本文的研究思路和方法;第二章是介绍了危机和政府危机管理的概念及政府对危机管理的基本策略,并对突发性环境污染事故特征、危害性及突发性环境污染事故防治的内涵作出了分析;第三章对上海国际化工城突发性环境污染事故类型进行了概述,重点对比分析了国内外突发性环境污染事故的防治策略,列举了上海国际化工城防治突发性环境污染事故面临的四个方面的困难和问题;第四章分事前事中事后三部分阐明上海国际化工城突发性环境污染事故的防治策略。第五章对本研究的主要结论进行了总结,提出研究的主要创新点、局限性以及进一步研究的方向。
【Abstract】 With the construction and development of Shanghai International Chemical Industry City, how to make response to sudden environmental pollution accident and actively control it on local economy、social and the environment influence has displayed the agenda day by day. Through elaborating the idea of the crisis and the governmental crisis management, analyzes the sudden environmental pollution accident′s basic characteristics and its the hazardous nature. Relating to the domestic and foreign sudden environmental pollution accident pattern on chemical industry areas, has outlined the sudden environmental pollution accident type of Shanghai International Chemical Industry City. Thus the preventing and controlling strategy making response to sudden environmental pollution accident in domestic and foreign has pointedly contrasted and analyzed on the foundation, proposed the difficulty and the question which faces to sudden environmental pollution accident in the present Shanghai International Chemical Industry City, namely: Lack of the coordinated management mechanism, the ability making response to sudden environmental pollution accident is not perfect, insufficiently takes the latent environment risk, to be supposed to sudden environmental pollution accident investment serious insufficiency and so on.This article proposed Shanghai international chemical industry city to be supposed for the first time to sudden environmental pollution accident preventing and controlling strategy - "Jinshan Pattern". Altogether divides three parts: First part of sudden environmental pollution accident forecast strategy: First, implementation sudden environmental pollution accident "risk assessment" system; Second, strengthen the surveillance and management on accident high risk profession; Third, strengthen the causes and effects analysis on sudden environmental pollution accident; Fourth, strengthen the propaganda education, strengthen the staff and the public consciousness against sudden environmental pollution accident. Second parts of sudden environmental pollution accident emergency response mechanism and preventing and controlling strategy: First, establishing sudden environmental pollution accident management and emergency response command organization; Second, formulating emergency and the response procedure for sudden environmental pollution accident, consummating emergency response facility; Third, establishing sudden environmental pollution accident geographic information system (GIS) and expert system (GS); Fourth, reasonable establishing protection isolation belt nearby accident source peripheral. Third part of sudden environmental pollution accident damage processing and environmental impact assessment.The full text altogether divides five chapters, the first chapter is the introduction, analysis the background and the significance of sudden environmental pollution accident preventing and controlling the strategy research, produces the research mentality and method about this article; Second chapter was introduced the crisis and the government crisis management concept and the government basic strategy to the crisis management, and the sudden environmental pollution accident characteristic, the hazardous nature and the connotation preventing and controlling sudden environmental pollution accident has analyzed; Third chapter has outlined the sudden environmental pollution accident pattern in Shanghai International Chemical Industry City, the domestic and foreign sudden environmental pollution accident preventing and controlling strategy has contrasted and analyzed,also enumerated difficulties and questions in four aspects which Shanghai International Chemical Industry City faces to prevent and control sudden environmental pollution accident.Thus fourth chapter divided in three parts :beforehand、in matter、afterwards, expounded the preventing and controlling strategy of sudden environmental pollution accident in Shanghai International Chemical Industry City.The fifth chapter has carried the summary to main conclusion on this research, proposed the main innovation spot and the limitation of the research as well as further study directions.
