【摘要】 加强危机管理,是关系国家经济社会发展全局和人民群众生命财产安全的大事,是全面落实科学发展观、构建社会主义和谐社会的重要内容,是各级政府坚持以人为本、执政为民、全面履行政府职能的重要体现。上海作为有着1700多万人口的特大城市和中国最大的经济中心城市,在上个世纪90年代10年快速发展的基础上,正按照建成国际经济、金融、贸易和航运“四个中心”的目标大步迈进。切实加强危机管理工作,尤其是防汛管理工作,是确保上海城市安全的紧迫需要。必须不断地加强和推进防汛管理工作,为上海的可持续发展提供安全保障。从总体上看,上海的防汛管理能力正在逐年得到提高。然而,上海在防汛管理中依然存在着一些不容忽视的问题,主要表现为:部分地区和单位防汛组织体系尚不完善;有些部门和单位履行防汛职责的情况不尽人意;防汛基础设施建设跟不上城市快速发展的速度;部分单位和市民的防汛意识和法制观念不强等。防汛管理中存在的问题,严重威胁上海人民生命和财产安全,直接影响上海新一轮发展的大局。因此,加强对上海防汛危机管理的研究在当前尤为迫切而且重要。本文以危机管理理论为理论基础,着重从防汛预案、防汛管理法制、防汛管理体制、防汛管理运行机制四个方面对上海市防汛管理现状与制度作了全面深入的分析;然后一一对应地提出了上海防汛管理工作中存在的主要问题和不足;最后,就提出的问题从树立与时俱进的防汛管理理念、建立切实可行的防汛管理预案体系、建立科学完善的防汛管理体制、建立综合完备的防汛管理法制体系、建立高效实用的防汛管理运行机制五个方面阐述了若干思考与建议,期望能对推动上海市防汛管理的制度建设提供参考与依据。更多还原

Strengthen crisis management, in particular flood management is to ensure the safety of the city’s pressing needs. Must continue to strengthen and advance flood management for the sustainable development of Shanghai to provide security.Generally speaking, Shanghai’s flood prevention and management capabilities are slowly improved. However, the Shanghai Flood Management there are still some problems that can not be ignored, mainly as follows : parts and units Flood Control organizational system is not yet perfect; Some departments and units to fulfill the duties of the flood unsatisfactory; Flood and infrastructure did not keep pace with the rapid urban development rate; some units and public awareness of flood control and the legal system is not strong enough. Flood management of the problem, a serious threat to the Shanghai people’s lives and property safety, direct impact on the development of Shanghai, a new situation. Therefore, the Shanghai Flood Control and crisis management in the current study is particularly urgent and important.Based on the theory of crisis management theory, focusing on flood control plans, legal management of flood control, flood control management system, Flood management mechanism of Shanghai four flood management gave an in-depth and comprehensive analysis; Then he gathers to the Shanghai Flood Control and management of the main existing problems and shortcomings; Finally, on the issue of keeping up with the times from the flood management philosophy, the establishment of practical plans for flood prevention and management system, the establishment of a scientific and improve flood management system, the establishment of a comprehensive flood prevention and management of complete legal system, establish an efficient and practical mechanism for flood management and execution of the five aspects : Some Thoughts and suggestions, expectations for the government departments to formulate policies in accordance with the reference.更多还原
