【摘要】 “区港联动”是指保税区与临近的港口合作,在港区划出特定的区域(不含码头泊位),实行保税区的政策,以发展物流产业为主,按“境内关外”定位实行封闭管理的海关监管特殊区域。该区域作为保税物流园区的延伸,充分利用临近港口货物集散便利的交通优势,简化货物流转手续,提高货物流转速度,降低企业成本,推动保税区物流仓储发展。“区港联动”是发展自由贸易区的国际通行模式。港口和自由贸易区之间实行“无缝对接”,货物快速地流入流出,相关手续简便,多种运输方式有效组合。外高桥“区港联动”试点的实施,具体地从以下几方面着手:1.集聚国际物流企业构筑高起点的现代物流产业;2.加强管理和服务营造良好的物流发展环境;3.发展园区特色功能放大"区港联动"产出效应。外高桥“区港联动”试点也是海关监管体制、科技应用和园区行政管理的创新尝试。外高桥保税区紧紧抓住“区港联动”先行先试的试点,加大功能开拓展力度,将物流功能与港口运作、保税仓储、国际贸易、出口加工等功能有机结合,大力发展物流产业,积极推进物流园区的建设,从而推动保税区经济的持续、快速发展。作为国际航运中心建设的重要内容,洋山深水港区一期工程建成营运,并于2005年12月10日正式开港。伴随洋山港而开发建设的洋山保税港区将不可避免地对外高桥保税区的未来发展提出新的挑战。外高桥保税区和洋山保税港区的发展优势比较而言,外高桥保税区的优势主要有以下几点:产业先发优势、区位优势和环境优势。与此同时,也应看到洋山保税港区的发展给外高桥保税区发展带来了严峻的挑战:洋山港的港口条件,包括水深、港口吞吐量、硬件设施、软件设施等都将优于外高桥港口,而且洋山港有空间优势,它比外高桥港口更靠近国际航线的主航道。因此,外高桥保税区未来发展还必须考虑到与洋山港的协调发展问题。在洋山港的开发建设中,外高桥保税区应充分发挥先行开发的优势,不失时机地抓住机遇,求得与洋山港的优势互补与协调发展。“一体两翼”是国家对长三角地区港口布局确立的发展框架。然而随着洋山深水港区一期工程建成营运,长三角港口群内部的“抢位之争”骤然升温,沪浙苏三地分别以洋山港、宁波港和苏州港为前锋,开始了正面相接的港口战事。南有浙江的两港(宁波港、舟山港)一体化,北有江苏的“沿江开发”战略。我们认为,长三角港口应该“由竞而合”通过资源整合而形成一个整体,加快形成港口集群,增强上海国际航运中心的国际竞争力。外高桥保税区在上海国际航运中心建设中将会起着非常大的作用。虽然中国加入世界贸易组织以及其他经济区域的赶超使外高桥保税区发展面临重大挑战,但同时中国全方位开放式经济发展战略也给外高桥保税区发展带来新的机遇。特别是在开发开放15年后,随着浦东的从经济开发区到综合试验区改革试点的确立,战略机遇催生新的功能定位,给浦东带来了新的发展,更是给外高桥保税区的发展带来了更难得的机遇。更多还原

【Abstract】 The meaning of integration of zone and port is that free trade zone cooperates with the neighboring ports, with the development focused on logistics, implementing the policy of free trade zone in the specially designated zone within the port, in which closed management is carried out according to the free trade policy. As an extend of the logistics park, the zone will take the advantage of the transportation of the port to streamline the transportation procedure of goods, to speed the transportation of goods and to lower the cost of enterprise, thus to promote the development of storage in the free trade zone. Integration of zone and port is an internationally adopted mode of development of free trade zone. With the seamless integration between port and free trade zone, goods will be transported rapidly by effective combination of multiple methods with simplified procedure.The integration experiment of zone and port in Waigaoqiao is implemented in the following steps:1. Attract multinational companies to forge high-level modern logistics;2. Improve management and services to foster a favorable development environment;3. Develop park characterized functions to amplify the output effects of integration of zone and port;The Waigaoqiao integration experiment spot is also an innovated attempt of custom supervising system, technology applications and park administrations. Waigaoqiao Free Trade Zone will utilized the opportunity of integration experiment to enhance the development of functions, with the effective integration of functions of logistics with port management, storage, international trade and export process, actively develop logistics and logistics parks, thus advance the economic development of the free trade zone.As an important part of the development of an international maritime transportation center, Yangshan Deep Water Port Phase I Project has been completed and officially launched into operation on December 10, 2005, and the affiliated Yangshan Free Trade Zone will inevitably post a challenge to the development of Waigaoqiao Free Trade Zone in the future.Compared with Yangshan Free Zone, Waigaoqiao Free Zone has the following advantages: industrial pre-developments, location and environmental advantage. At the same time, the development of Yangshan Free zone also puts serious challenges to the Waigaoqiao Free Zone: Firstly, the excellent conditions of Yangshan Free Zone, including the water depth, throughputs, hardware and software equipments, are superior to the Waigaoaiao Free Zone. Secondly, Yangshan Free Zone possesses of a main sea-route close to the international sea-route as a space advantage. As a result, the development of the Waigaoqiao Free Zone in future should take consideration of the coordination with the Fort Yangshan Free Zone’s development. While the Yangshan Free Zone is under the development, Waigaoqiao Free Zone should take the full advantage of pre-development, and timely use the great opportunity so that can supplement to and coordinate with the advantages of Yangshan Free Zone.One Body Two Wings is the development framwork established by the State for the layout of the ports in the Changjiang Triangel Region. However, with completion and operation of Yangshan Deep Water Port Phase I Project, war for position is suddenly intensifying among those ports. A direct port war breaks out among Shanghai, Zhejiang and Jiangsu with Yangshan, Ningbo and Suzhou as their respective pioneer. In the south, there is integration of two ports (Ningbo and Zhoushan) of Zhejiang, while in the north, thers is Development Along Changjiang strategy of Jiangsu. In our opinion, the ports in the region shall be integrated from competition to cooperation through integration of resources, and concentration of the ports as a group shall be impeded in order to increase the international competition of Shanghai as an international shipment center. Waigaoqiao Free Zone will play an important role in the construction of Shanghai international shipment center.Though Waigaoqiao Free Zone faces significant challenges in development for China’s access to WTO as well as development of other economic regions, all-way and open economic development strategy of China also brings new opportunity for the development of Waigaoqiao Free Zone. Especially 15 years after development and opening, Pudong has been established as a trial reformation point of comprehensive trial area from an economic development area. Strategic opportunities create new function location and bring new development for Pudong. All of these bring precious opportunities for the development of Waigaoqiao Free Zone.更多还原
