【摘要】 近年来，随着化学品工业的迅速发展，危险化学品道路运输的需求量在快速攀升，危险化学品道路运输事故的数量也在增加。危险化学品道路运输车辆是一种移动的“定时炸弹”，其发生事故的时间和地点难以预知，事故后果严重，对人民生命财产和公共安全构成了巨大威胁。由于其流动性大，致使各级安全监察部门和运输企业很难掌握其实时的运行情况、及时指导消除安全隐患，很难在发生事故后及时启动有效的应急救援。又由于江苏是个化工大省，因此对危险化学品道路运输动态监控的实施及应用，将是今后全省安全生产监督管理部门和危险化学品运输企业的一项重要工作。本文首先根据对部分典型的危险化学品道路运输事故的原因分析，找出影响危险化学品道路运输安全的各个因素；再从政府监管和企业管理的角度分析了影响危险化学品道路运输的间接因素；从系统安全的角度分析了危险化学品道路运输动态监控系统的监控要素和监控手段；并结合目前国内外动态监控技术的应用推广情况和全省实际，分析了江苏省内动态监控中心的运作模式；提出了动态监控网络。然后，根据江苏省实际分析了危险化学品道路运输动态监控实施和应用情况，找出了其实施和应用的过程中存在的5个主要问题：全省危险化学品道路运输动态监控中心仍不完善；省内大部分地市还没有建立分监控中心；部分危险化学品运输企业已建的动态监控平台之间不兼容、不能联网；半数以上的危险化学品运输企业仍未建立动态监控平台；不能对进入省内占半数以上的外省危险化学品运输车辆实施动态监控。最后，针对江苏省危险化学品道路运输动态监控实施和应用存在的5个主要问题提出了3种对策措施和需要继续研究的问题的建议：一是动态监控相关的法规、标准的落实；二是健全动态监控网络，包括进一步深化动态监控中心的建设，加快建立各地市分监控中心，整合社会资源使已建动态监控平台企业联网，为未建立动态监控平台的企业设立远程坐席；三是安装便携GPS车载终端对进入本省的外省危险化学品道路运输车辆实施动态监控。更多还原

【Abstract】 Recent years, with the rapid development of chemical industry, the use of dangerous chemicals truck is quickly increasing, the quantity of accidents on road transportation of dangerous chemicals is also increasing. These trucks have become timing explosive device, when and where they will explode is not expectable, and the results are grave, thus having a great threat to people’s wealth and public security. Because it is very runny , all levels of security supervision departments and the transportation enterprises are very difficult to grapple its movement situation in any time, direct to eliminate hidden danger of security Promptly , Very difficultly to start promptly effective emergency rescue after the accidents .And Jiangsu province is a province that have many chemical plants, therefore implementation and application of dynamic monitor and control on road transportation of dangerous chemical Will be a important work of safety supervision departments and dangerous chemical transportation enterprises in the whole province.Firstly , this article basing on experts and scholars’ reason analysises of partial model dangerous chemical road transportation accidents , discovered each factors that influence dangerous chemical road transportation accident .Then this article analyzed the indirect factors that influence dangerous chemical road transportation from the government and the enterprise supervising and managing aspects . It has analyzed the component elements and monitor and control ways of dangerous chemical road transportation dynamic supervisory system from the safety system aspects. The article has proposed the operation pattern of dynamic supervisory center , based on analyzing the application and promotion situations of dangerous chemical road transportation dynamic monitor and control technology in domestic and foreign at present and the whole Jiangsu province’s reality . The author proposed the dynamic monitor and control network.Secondly, it has analyzed the implementation and the application situation of dangerous chemical road transportation dynamic monitor and control according to the reality of Jiangsu Province . Then it discovered 5 main questions which exists in the process of implementation and application: it still is imperfect for dynamic monitor and control center of the dangerous chemical road transportation in the whole Jiangsu Province ; Most of prefectures have not established dynamic monitor and control embranchment ; The part of dangerous chemical transportation enterprises have constructed the dynamic monitor and control platforms , but these platforms cannot be incompatible and networking each other; More than half dangerous chemical transportation enterprises have still not built the dynamic monitoring platforms; We cannot monitor and control dynamic foreign province dangerous chemical trucks which enter Jiangsu Province , occupying more than half of the whole quantity.Finally, it proposed 3 countermeasures and suggestion of questions which need to continue studying on the base of the existing 5 main questions in implementation and using of dangerous chemical road transportation dynamic monitor and control in Jiangsu Province. First, dangerous chemical transportation enterprises realize regulations and standard related dynamic monitor and control; Second, Perfecting dynamic monitoring network . It include building the uniform dynamic monitor and control platform in the whole province, leading enterprises which have built dynamic monitor and control platform online in the way of optimizing society resources , setting up the long-distance seat for the enterprise which has not built the dynamic monitor and control platforms ; third, installing portable GPS terminals carried by vehicle to implement dynamic monitor and control for foreign province dangerous chemical trucks which enter Jiangsu Province .更多还原
