【摘要】 突发性环境污染事故应急监测是事故处理处置中的重要环节，是环境监测系统中的一项紧迫任务和重大课题。提高应急监测技术，做好应急监测，能为突发性环境污染事故的应急决策提供依据并对应急救援起到技术支持作用。目前我国已进入环境污染事故高发期，国家在大力重视环境污染事故应急救援和事故处理处置工作的同时，对应急监测也给予了相当程度的关注并取得了一定的成效，但是就总体而言，无论与我国环境污染事故对应急监测的要求还是与发达国家应急监测水平相比，还都有较大差距。应急监测预案是污染事故防范和应急监测的重要组成部分，对应急监测起着重要的指导作用，是确保顺利实施应急监测任务的重要保证。目前我国环境污染事故应急监测还处在发展初期，应急监测预案还很不完善，因此，根据这一现实情况，本文通过对国内外突发性环境污染事故应急监测及其预案的发展现状的分析，指出我国现有应急监测预案存在的缺点与不足，并在对应急监测理论、应急监测过程及应急监测优化布点分析研究的基础上，对突发性环境污染事故应急监测预案进行了系统的研究和阐述。论文将环境污染事故应急监测预案归纳成应急监测组织机构及其职责、应急监测资源、事故评估程序、通报和通讯联络、应急监测行动及应急监测培训、演练与维护等六个基本要素，并对应急监测预案的编制过程及应急监测预案的信息化支撑进行分析，提出了应急监测预案的文件体系和类型划分方法，并在上述研究的基础上，以镇江市为例，对市级应急监测预案体系的建立与实施进行了研究。突发性环境污染事故应急监测预案的研究，将为我国环境污染事故应急监测工作的建设与管理及应急监测预案的编制提供一种思路。更多还原

【Abstract】 Emergency monitoring of sudden environment pollution accident is an important link in accident handling, a pressing task and a major subject of environmental monitoring system. To improve techniques of emergency environmental monitoring would provide basis for emergency decision-making of sudden environment pollution accident and provide technological support for emergency rescue.There is every sign that our country is now maintaining a high level of the quantity of environment pollution accident. As paying great attention to the work of environment pollution accident rescuing and accident handling, our country also has attached more importance to emergency monitoring and achieved great progress. But on the hole, as compared with the demand of our country or advanced countries, it still lags fairly far behind and has lots of problems.The emergency monitoring plan is an important part of pollution accident preventing and emergency monitoring. It is a guide of emergency monitoring and would make it sure to put emergency monitoring task into practice with great success. Emergency monitoring of sudden environment pollution accident in our country is now at an early stage of development, and the plan is still rather imperfect. Under such circumstances, this thesis points out deficiencies in domestic emergency monitoring plans by analyzing the present situation of emergency monitoring of sudden environment pollution accident and plans of emergency monitoring. Also, based on the research on emergency monitoring theories, emergency monitoring processes and emergency monitoring sampling spots, it gives a systematic exposition of the plan of emergency monitoring of sudden environment pollution accident. In this thesis, it is also pointed out that the plan should include six following factors: organization and duty of emergency monitoring, emergency monitoring resources, accident assessment processes, communication or connection, emergency monitoring action and training, exercises and maintenance. By analyzing the informational support of plan and the process of making the plan, the file system and method of classification is given. On the basis of above study, take for Zhenjiang example, we were studied System of cantonal emergency monitoring plan Establish and Implement.It is hoped that this thesis can provide thoughts for construction and management of emergency monitoring of sudden environment pollution accident and the plan.更多还原
