湖南省内河现役货运船舶比选指标体系构建及应用研究

【摘要】 所谓指标体系是指一系列指标构成的整体,这些指标既独立又相互关联,并能全面真实地反映研究对象的各方面情况。船舶评价指标体系顾名思义也就是由一系列能全面真实反映船舶各方面状况的指标构成,它主要包括:技术性能、经济性能、安全性能、环保性能等多项评价指标。湖南省是我国一个内河航运大省,湘、资、沅、澧四水及洞庭湖形成了一个天然的水运网络体系,是长江水系重点经济发展区域之一,水运地位十分重要。按照《全国内河船型标准化发展纲要》要求,对现役船舶进行比选的工作急需实施,一方面,现役船舶比选是辅助实现船型标准化的必要手段,是推进船型标准化和技术进步的必要工作;另一方面,现役船舶比选为合理调整内河运力结构提供了重要的依据,为航运管理部门提供了重要的决策信息。因此,构建湖南省内河现役货运船舶比选指标体系,研究船舶比选评价方法,对现役货运船舶进行比选的工作具有十分重要的意义。本文研究来源于湖南省交通厅的科技项目“湖南省内河舱口船、集装箱船船型标准化研究”。全文第1章明确了研究的主要工作内容和技术路线;第2章分析了湖南省内河现役货运船舶现状,包括相应的航道、港口和货运量等航运背景状况;第3章分析了现有船型评价指标体系的特性,明确了比选指标体系构建的基本原则,构建了湖南省内河现役货运船舶比选指标体系,制定了比选衡准;第4章分析了常见几种综合评价方法,选用AHP层次分析法和灰色关联综合评价法作为本文的比选评价方法。在对灰色关联综合评价法改进的基础上,提出AHP-灰色关联改进模型综合评价法,并进行了实例计算分析;第5章是基于AHP-灰色关联改进模型综合评价法在湖南省内河现役货运船舶比选实际中的应用、分析;第6章对全文进行了总结。本文针对湖南省航运现状和货运船舶特点,构建了“湖南省内河现役货运船舶比选指标体系”,提出了AHP-灰色关联改进模型综合评价方法,为湖南省内河现役货运船舶比选认定工作提供了一个较为完整的、可行的操作平台。在这个平台下,湖南省水运主管部门能够顺利完成现役货运船舶比选认定工作,规划和调整货运船舶的运力结构,加速推进湖南省船型标准化的发展。

【Abstract】 The so-called the evaluation index system is the integrality comprised of a series of indexes, which are not only independent but interrelated. They can comprehensively reflect the various aspects of research objects. The evaluation index system of cargo ships is composed of a series of indexes that can reflect the ships in various situations. The indexes are as following: Security performance , environmental protection performance , technical performance , economical performance.Hunan Province is abundant in inland rivers, including four chief rivers named Xiang, Zi, Yuan, Li and Dong Ting Lake and is one of the economically developed areas of Yangtze River system. Furthermore, it has possessed a significant status of navigation. According to the requirement of "National ship Standardization Development Summary in Inland river ", we should select some superior ships from all of service ships urgently. On the one hand, the selection is the indispensable work to promote the development of ship standardization and the advancement of the technology; On the other hand, the results of selection will provide the traffic administration departments with important decision making management information, which helps to carry on a reasonable adjustment of navigation structure in inland rivers. Therefore, it is meaningful for the service cargo ships to establish the evaluation index system of service ships in Hunan Province and significant to research the method of comparing and selecting ships.This dissertation is based on the project named "Study on Standardization of inland hatch ship and container ship in Hunan".The 1st chapter: to point out the main content of the research and the technical route;The 2nd chapter: to analyze the present situation of the service cargo ship in Hunan Province, including water way, harbor and transport quantity;The 3rd chapter: to analyze the existing index system and explain the basic principles; to set up the evaluation index system of the service ships in Hunan and establish its related standards; The 4th chapter: to introduce the methods of AHP and the Grey Relational Analysis Comprehensive Evaluation Model, which has been discussed further in the following parts.The 5th chapter: to analyze the application of AHP-GRA advanced Evaluation Model in service ship and elicit the final results;The 6th chapter: to sum up and look forward to the future work.The main content of this dissertation is as following: To set up "the evaluation index system of service ship in Hunan ", and to study and improve the method of the AHP and Grey Relational Analysis Comprehensive Evaluation Model. The research findings supply the working platform for the comparison and selection work of service ships in Hunan province, help the administration department with the decision making information about the ship type and accelerate the development of the ship standardization in Hunan Province.
