【摘要】 我国非营利组织的产生和发展得到了政府的大力支持，没有政府的推动，非营利组织的发展不可能取得如此大的成绩，在初始阶段政府的扶持不可缺少，但随着非营利组织自身功能的不断完善和治理能力的不断提高，政府对非营利组织的过渡干预问题就显现出来。致使非营利组织作为一种民间中介组织的独立地位得不到完全确立，带有明显的行政性气息，并严重影响了它在政府和企业之间充当桥梁和纽带作用的充分发挥。为非营利组织的进一步发展埋下了隐患，如不进行及时的转变政府与非营利组织两者关系，最终非营利组织的发展会陷入越来越严重的困境。论文通过对我国地方政府与非营利组织合作动力的分析，得出两者都存在构建合作主义制度变迁的制度需求与供给，非营利组织进一步发展需要政府对两者关系的进一步调整。第二部分主要分析温州烟具协会与政府合作之历程与经验。温州是我国民营经济最发达的地区，行业商会等非营利组织的发展也走在全国的前列，经过10多年的探索和发展，温州政府与非营利组织进行了一系列的合作实践，论文选取了温州烟具协会为个案研究来一窥两者合作的现实状况。文章的第三部分是在前面个案分析的基础上，提出地方政府与非营利组织合作的效应：利益组织化和双赢。最后，文章对构建地方政府与非营利组织合作主义提出了几点建议。文章旨在解决政府如何约束自身行为，行业商会等非营利组织如何积极主动创造合作的空间。更多还原

【Abstract】 Non-profit organization (NPOs) in our country development gains strong support which originates from government, Non-profit organization impossible obtain such great result without the help of the government, especially in the beginning. But everything has twosides, Along with the Non-profit organization develop, the problem of the Transition intervention from government Appears. as a result of this mode is the internal structure most of Non-profit organization was bureaucratized, it means they can hardly work efficiently.In first section, This paper focuses on the analysis of the motives for the cooperation from local governments and non-profit organizations in China. In second section, we can realize the important of the cooperation between local governments and non-profit organizations based on the surveys done in Wenzhou of Zhejiang Province. In third section, the paper finds that effection of the cooperation from local governments and non-profit organizations, which is interest systematization and avail to each other. In the end, on the basis of analysis above the paper provides the institution condition which will promote the cooperation between local governments and non-profit organizations.更多还原
