【摘要】 自从我国于1986年在普通高校开展培养高水平运动员(即开展大学竞技体育)以来,在大学培养学生运动员方面取得了一定的成绩,并以高校为龙头,出现了“体教结合”的一些新的培养模式,有着很大的发展潜力。河南省作为我国第一人口大省,有着深厚的文化底蕴和丰富的在校学生资源,随着中原经济的崛起,河南经济建设和社会发展都取得了巨大成就,全省上下认真贯彻“科教兴豫、人才强省”战略,面对目前优秀体育后备人才日益匮乏的现状,学校竞技体育日益受到重视,具有很大的发展优势和发展潜力,符合教育规律和社会对人的全面发展需求,是实现河南省竞技体育强省有效途径之一。因此,从河南省省情出发,制定新时期河南省学校竞技体育发展战略,具有一定的现实意义。本文以教育学、人才学、管理学、运动训练学的相关理论为基础,运用文献资料、专家访谈、逻辑分析等方法对河南省学校竞技体育项目布局及管理体系的现状进行调研分析,以此为依据论述影响河南省学校竞技体育项目布局及管理体系构建的主要因素,对河南省学校竞技体育项目布局及管理体系进行构建,得出了如下的结论:1.我国目前正处于社会转型时期,市场经济的飞速发展,人事制度的改革,就业竞争日益激烈,用人制度、招生制度的滞后,“智育第一”、传统的人才观的影响,是造成河南省优秀体育人才日益匮乏的主要原因。2.通过对河南省学校竞技体育项目布局及管理体系现状的调查与分析,得出当前河南省学校竞技体育项目布局及管理体系存在的问题有:管理结构单一,运行机制缺乏灵活性;学校整体数目少,项目布局不尽合理,活动交流不足;财政投入不足,筹资渠道单一。3.根据河南省学校竞技体育现有水平以及进一步发展的可能,运用项群训练理论,进行河南省竞技项目的准确设置与合理布局,确定河南省学校竞技体育发展的优势项目、潜在优势项目和待发展项目。4.进一步健全管理结构,加强对布局学校的评估,通过构建“河南省学校竞技体育纵向多级训练体系”,形成以高校为龙头,传统项目学校、试点校为骨干的多级训练网络,理顺纵向关系,促进横向竞争,完善体育后备人才培养体系,改革用人制度,大胆引进体育人才,真正实现“体教结合”,逐步改变传统的人才观,尝试青少年体育俱乐部试点建设,拓宽布局学校的经费来源,做好各种条件保障。更多还原

【Abstract】 Since our country trained the high-level athletes in normal universities in 1986 (namely launched the athletics sports in university), we have obtained certain achievement in training student athletes in university. And with university as the locomotive, some new cultivation modes called“combination of PE and education”appeared, and they have great development potentiality.Henan Province is as the first large provinces of people in our country, there are deep cultural inside information and abundant students resource, with the emergence of the economy of Central Plains , have all made the enormous achievement in economic construction of Henan and social development, the whole of province carries out the strategy of " revitalizing Henan Province , talent’s strong province of science and education " conscientiously , in the face of the outstanding reserve talent’s deficient current situation day by day of sports at present, the athletics sports of the school is paid attention to day by day, have very great development advantage and development potentiality, accord with educational law and society to people’s demand of development in an all-round way, one of the strong province effective ways of athletics sports that realize Henan Province. So, proceed from feeling of Henan Province and make the athletics sports development strategy of school of Henan Province of new period, have certain realistic meanings.This text trains the relevant theory studied as the foundation with pedagogy , the study of human ability , management , sport, the current situation to the sports item overall arrangement of school of Henan Province and management system of method of using the documents and materials , expert’s interview , logic and analysis etc. is investigated and analyzed, based on this and describe the main factor influencing the sports item overall arrangement of school of Henan Province and management system to structure, structure the sports item overall arrangement of school of Henan Province and management system, have drawn the conclusion of the following: 1. Our country is in the society and make the transition in period at present, the development at full speed of market economy, the reform of the personnel system, the competition is fierce day by day that obtain employment, the lagging of employing system, enrollment system, " first of intellectual " , traditional talent’s influence of the temple, the main reason that cause outstanding sports talents in our province to be deficient day by day.2. Through the survey and analysis of current situation about school athletics sports project overall arrangement and management system in Henan Province, draw the present school sports item overall arrangement of our province and existing problem of the management system and have: The managerial structure is single , operating mechanism lacks the flexibility ; There is less whole figure of the school, the overall arrangement of the project is unreasonable, the activity is exchanged insufficiently; The finance is put into insufficiently, the fund-raising channel is single .3. According to the existing level of the athletics sports of school of Henan Province and possibility developed further, using Xiang Qun to train the theory, carries on the accurate establishment of the sports project in Henan Province and rational overall arrangement, confirm the advantage project of athletics sports development of school of Henan Province, sneak the advantage project and treating development projects.4.Perfect the managerial structure further, strengthen the evaluation in overall arrangement school, through structuring " the vertical multistage training system of the athletics sports of school of Henan Province ", concentrating on university, the traditional project schools , pilot schools are the backbone’s multistage training network, make the vertical relation in order, promote the horizontal competition , perfect the reserve personnel training system of sports, reform the employing system, introduce sports talents boldly , really realize that " the body is taught and combined ", change traditional talent’s view progressively, try the pilot construction of teenagers’ athletic club, widen the funds source of the overall arrangement school, do a good job of various kinds of condition guarantee.更多还原
