【摘要】 在市场经济和农业全球化不断发展、坚持农地家庭承包经营制度的前提下,发展农地规模经营是解决家庭经营规模较小、农地碎化以及农地撂荒的根本途径,也是提高我国农地经营效率、农业国际竞争力的重要手段。推进农业适度规模经营、优化和调整农业生产结构,也是农业发展新阶段的必然性要求,是农业可持续发展的新的动力源泉。多年的实践和研究也证明,农地流转对优化农地资源配置、调整农业产业结构、促进农地的规模经营效益具有重要作用。但是无论农地流转的市场机制还是宏观调控机制都存在某些缺陷和不足,严重阻碍了农地流转的进一步发展。另外,新的外部条件的出现,也在一定程度上影响着农地流转的进程。因此,深入研究农地流转机制,揭示农地流转机制的内在动力,解决农地流转机制中存在的问题,提出建立和完善农地流转机制的措施,对促进农地资源的优化配置、解决农地流转问题、完善农地流转制度都具有重要意义。本文研究的主要内容概括如下:第一章为绪论。通过对农地流转市场机制研究背景的介绍,引出了本文的研究目的和研究意义,并阐述了本文的研究框架和思路。第二章对本研究中农地流转的相关概念进行了解释,并对国内外农地流转的研究进展进行了综述和简要评价。第三章对农地流转的理论基础进行了系统研究。主要包括规模经济理论、边际报酬递减理论、可持续发展理论、产权理论等。分析了这些理论与农地流转机制之间的内在联系及对农地流转的指导作用。第四章对农地流转的市场机制进行了分析。本章主要阐述了市场机制的内涵农地流转引入市场机制的必要性和驱动力以及农地流转市场机制影响农地流转的运行机理。第五章对农地流转的宏观调控机制进行了分析。介绍了农地流转宏观调控机制的必要性、调控手段和作用机理。第六章为实证研究。通过对豫东平原地区农户的实地调查,分析豫东平原地区农地流转市场机制和宏观调控机制的不足及对农地流转的制约。并对豫东平原地区农地流转市场机制的完善和宏观调控机制的制度创新提出相关对策和建议。第七章为结语。对全文进行了回顾和总结,提出了本文的主要结论和需要进一步研究的问题。更多还原

【Abstract】 With the development of market economy and agricutural globalization,to develop the scale management of farmland is the basic pathway to sovle the problem of small scale management and abandonment of farmland after fragmentation,meanwhile,which is the important means to improve the agricultural management efficiency and international competition for China.Advancing the proper process of agricultural contract, optimizing and adjusting the productive configuration of agriculture are the inevitable requests on the way to the agricultural development. It is proved that farmland transfer plays an important role in optimization of farmland collocation, adjusting the structure of agricultural production, and raising the farmland benefits. However, both the market mechanism of the farmland transfer and the macro-regulation mechanism present some disfigurements and deficiencies, which baffle the development of agriculture. Besides, the appearance of the new exterior conditions affects the course of the farmland transfer to some extent. Consequently, further study into the farmland transfer mechanism, exploration of the inner dynamism of it, solving the problem of the process, and bringing forward the measure about it are very important to optimization of the mechanism.The main contents of this thesis are as follows:The first chapter is introduction. Through the background introduce of the study of the farmland transfer mechanism, the author educes the study purpose and significance, and also expatiates the framework of this research.The second chapter explains the correlated definitions of the farmland transfer, and also gives a brief comment on the domestic and overseas research of it.The third chapter is about the systemic research of the theoretic foundation, which covers the scaled-economy theory, the law of diminishing marginal returns, the Sustainable development theory, property right theory. The analysis of these theories plays an important role as the guidance to the inner relations of the mechanism. The fourth chapter analyses the market mechanism of the farmland transfer. This chapter mainly expatiates the connotation and function of the mechanism.and introduces the necessity and the driving influence.The fifth chapter analyses the macro-regulation mechanism of the farmland transfer, which expatiates the necessity and the driving influence of it.The sixth chapter is the practical research. Through the investigation into the farmland of the plain area in the east of Henan Province, the author analyses the insufficiency of the mechanism, and also gives some policies and suggestions of how to optimize the mechanism.The seventh chapter is the end, which reviews and summarizes the whole thesis, and also brings out the main conclusion and the problems that should be studied profoundly.更多还原
