恒通化工生态工业园构建研究

【摘要】 经济发展与环境保护之间日益尖锐的矛盾早在几十年前就已引起了人们的重视,如何在发展现代化工业、有效地保持经济高速发展的同时,很好的保护生态环境,解决环境与经济之间的这一矛盾,专家、学者都致力于追求一种经济-社会-环境相和谐的发展模式,生态工业园便是这一理念的具体实践形式。生态工业园与传统工业区有着重要的区别,它是利用工业生态学及系统工程学的理论和思想来规划和运行的工业园区。它强调园区内的各成员内部实现清洁生产、减少废物源,以及成员之间的联系、合作和参与,通过物质、能量、信息等交流形成各成员相互受益的网络,使园区对外界的废物排放趋于零,最终实现经济、社会和环境的协调共进。生态工业园的建设是现有工业园提高资源利用率、降低环境污染、保护生态环境的最佳运作形式。本论文介绍了生态工业园的发展背景,总结了生态工业园在国内外发展的现状特点及今后的发展趋势,介绍了生态工业园设计用到的循环经济、工业生态学、景观生态学等相关理论及其在本文中的应用。以山东恒通化工工业园为例,构建了恒通化工生态工业园(电-煤盐化工行业类)的指标体系,并在此基础上将恒通化工工业园构建成生态工业园。论文最后对本文进行了总结,指出文章的不足之处及今后的研究方向。目前,国内生态工业园的建设水平没有确立明确的标准值,这给特定行业生态工业园的建设水平评估和验收带来不便。本文在对电-煤盐化工行业综合调查的基础上,以恒通化工工业园为例,研究确立了恒通化工生态工业园(电-煤盐化工类)的指标体系,在此指标体系的基础上,将恒通化工工业园构建成顺应经济发展需要的生态工业园,同时为此类生态工业园的建设水平和验收提供具体的标准。论文创新之处在于首次构建了恒通化工生态工业园(电-煤盐化工类)的评价指标体系,填补了国内此类生态工业园构建和评价中指标体系的空白,不仅有定性分析,还有定量研究,这在以往的研究中是没有的,使电-煤盐化工类的生态工业园区建设理论更加丰富,为恒通化工工业园的发展提供指导,为恒通化工生态工业园(电-煤盐化工类)提供建设、评估和验收的标准。论文通过对恒通化工工业园生态工业总体结构、生态联网设计、工业代谢、园区空间布局设计、生态功能分区设计等方面进行了研究,并提出了一系列建议和保障措施,为恒通化工工业园向生态工业园的方向迈进提供了理论指导和依据。
【Abstract】 The increasing incisive contradiction between the economical development and the environmental protection has brought to people’s attention day by day in several dozens years ago. How to develop modern industry, keep an economic high-speed development availably and the very good protection ecological environment in the meantime, to solve the contradiction between environment and economical, the eco- industry park is the idea concrete practice form that experts are pursuing.The eco-industrial park is planed and run with the industry ecology theory and the system engineering theory which is different from the traditional industrial. It emphasizes the clean production and waste source reduce , as well as relation, the cooperation and the participation among member’s internal realization in the park area, forms a network which various members mutually profits through exchange matter, energy, information and so on, makes the discard tend in zero, makes the coordination advancement of the economy, society and environment. The eco-industry park is the best existing industry park operation form in increasing use of energies, reducing the environmental pollution, and protect ecological environment.The paper introduced the eco-industry park development background, summarized the new characteristic and the next development tendency of domestic and foreign eco-industry park development, and introduced the relted theory such as recycling economy, industry ecology, landscape ecology and so on. It taked Hengtong chemical industrial park as an example, established the index sign system used in the electricity-coal salt chemical engineering eco-industrial park for the very first time, and designed Hengtong chemical industrial park to be a eco-industrial park. It summarized the whole paper, pointed out the insufficiency and the direction in the future at last. At present, the domestic eco-industrial park construction has no standard value, this brings inconvenient for the eco-industrial park construction level evaluation and acception. The paper taked Hengtong chemical industrial park as an example, established the index sign system, designed Hengtong chemical industrial park to be a eco-industrial park.The paper’s innovation is that it established the index sign system used in the electricity-coal salt chemical engineering eco-industrial park for the very first time, suppled a gap in this style eco-industrial park construction. It contained qualitative and quantitative analysis, this is zero before. The paper enriched eco-industrial park theory, offered direction for the Hengtong.The paper maked a design on the ecology industrial overall structure, the ecology network, the industry metabolism and the garden area space layout of Hengtong chemical industrial park. It proves the feasibility of the design from the economic efficiency and the environment benefit, proposes a series of suggestions and the safeguard measure, offers the theory instruction and the basis for making Hengtong to be a eco-industrial park.
