【摘要】 土地资源是人类赖以生存和发展的物质基础，是区域经济发展不可替代的生产资料。现阶段，区域土地资源的合理配置、土地利用问题的剖析、土地潜力的深入挖掘等问题的研究日益受到人们的重视。而对于耕地数量少，经济发展较落后的山区县来说，科学合理地进行土地资源的开发利用就更加显得重要。土地利用分区规划是土地利用总体规划的重要组成部分，是合理开发与高效利用土地资源的主要手段，是确定土地用途和采取具体土地利用措施的主要依据。土地利用分区规划是编制土地利用总体规划的前提和基础，分区的合理性则是评价土地利用科学性的重要指标之一。使用科学合理的分区方法对县域土地利用进行分区是合理分区的基础保障。上世纪80年代，在全国大搞土地区划的过程中，曾经把土地分区划类的方法作为重要课题来研究，也研究过定量计算分区方法，但在实际规划中，规划编制人员大多数还是凭借自己的经验采用定性分析的手段来划分土地利用区域。定性分析法简单易行，但是缺乏说服力，没有科学的理论和先进的技术手段作保障。因此，将定量分析引入到土地利用分区中，使定量分析与定性分析相结合，借助地理信息系统技术、遥感技术和全球定位技术手段对区域土地利用进行分区将是是今后土地利用分区发展的趋势。本论文以湖北省保康县为例，以保康县2004年为基期展开研究。根据保康县土地利用现状特点、生态环境的区位功能定位、区域经济现状和产业结构特征，利用GIS软件的空间分析功能和SPSS数学分析功能，采用定性与定量相结合的方法，综合划分保康县的土地利用功能分区。以土地利用功能区为单元，在分析各功能区土地利用特点的基础上，研究规划期内各功能区的管理建设问题。从而为土地利用分区规划、区域经济发展总体规划的制定提供参考性依据，也为我国县域分区管理与建设提供指导作用。本论文内容主要分为以下几个部分：第一部分：绪论。从宏观角度阐述了土地利用分区研究的背景、意义、国内外的研究状况以及本论文研究的内容和思路。第二部分：相关理论及技术方法概述。对本文所应用的相关理论基础和技术方法进行阐述。第三部分：保康县区域发展现状分析。根据保康县的实际情况，分别从土地利用现状、生态环境状况、区域经济和产业结构状况四个方面对保康县区域发展状况进行分析，为土地利用功能区的划分工作垫定了基础。第四部分：保康县土地利用功能分区。这部分是本论文的重点内容，详细阐述了土地利用功能分区的方法和分区过程。包括模型和指标体系的建立、细化指标体系、量化因子、进行聚类分析、定性修正分区结果。第五部分：关于县域土地利用功能区管理与建设的建议。在分析保康县各功能区区域土地利用特点的基础上，研究规划期内各功能区的管理建设问题。并在此基础上提出关于县域土地利用功能区管理与建设的建议。第六部分：结束语。总结本文的研究成果、创新点与不足。根据上述几个部分，对保康县土地利用分区规划进行研究，主要取得以下研究成果：(1)从保康县的实际情况出发，根据保康县的土地利用现状、生态区位功能定位、区域经济发展状况和产业结构特点，利用层次分析法和特尔斐法建立保康县土地利用功能分区的基础工作模型和指标体系。(2)综合运用定性与定量相结合的方法、层次分析法、特尔斐法、系统聚类分析法、GIS叠置分析等方法，综合划分出了保康县的四个土地利用功能区，分别为：重点开发区(城关镇和马桥镇)、优先开发区(寺坪镇和过渡湾镇)、限制开发区(后坪镇和歇马镇)、禁止开发区(黄堡镇、龙坪镇、两峪乡、马良镇和店垭镇)。(3)在分析保康县各功能区土地利用特点的基础上，研究规划期内各功能区的管理建设问题。并在此基础上提出关于县域土地利用功能区管理与建设的建议。更多还原

【Abstract】 The land resource is the material base of the human’s survival and development, and is theirreplaceable production goods for regional economic. Now, the people begin to pay moreattentions on the researches about the region land resource reasonable allocation, the landutilization question analysis, the land potential excavation. However, in the county which is lackof farming land, and which the economic is behindhand, it is more important to develop and useland science reasonably.The land utilization district plan is the important part of the land utilization master plan, isthe main method to reasonably develop and the highly effective use land resource, and is themain basis to determine the land purpose and to take the concrete land utilization measure. Theland utilization district plan is the premise and the foundation to establish the land utilizationmaster plan. The district rationality is one of important targets to appraise land scientificutilization. It is the reasonable district foundation safeguard to use science reasonable districtmethod to carry on dividing the county territory land utilization. On the 20the century 80’s, in theprocess to divide country land utilization district, the method to delimit the land district has beentake the important topic to study, also the quantitative divided method has been studied. But, inthe actual plan, most planners still divided the land utilization region relying on experience andusing the qualitative analysis method. Qualitative analytic method is easy to act, but it lacks thepersuasion, does not have the science the theory and the advanced technical method as thesafeguard. Therefore, introducing the quantitative analysis in the land utilization district, unitingthe quantitative analysis and the qualitative analysis, using the geographic information systemtechnology, the remote sensing technology and the GPS technology method carry on dividingland utilization will be the land utilization district development tendency.This paper takes the Baokang County in Hubei Province as an example, and takes theBaokang County in 2004 as the base year to start the study. According to the Baokang countyland utilization present situation characteristic, the ecological environment position functionlocalization, the region economical present situation and the industrial structure characteristic, ituses the spatial analysis function of GIS and the mathematical analysis function of SPSS, usesqualitative and quantitative methods, to divide the Baokang County land utilization functiondistrict. Taking the land utilization function district as the unit, basing in analyzing variousdistrict land utilization characteristic, it researches the management construction question aboutthe various district in plan time. Thus, it provides the reference basis for the land utilizationdistrict plan and the region economy development overall plan, also provides the instruction function for our country’s county district management and the construction.This paper mainly divided into the following sections:PartⅠ: Introduction. It expounds the background and the meaning of land utilization districtfrom the macro perspective, the domestic and foreigner research status, and the content and ideasof this paper.PartⅡ: Related theory and technical method outline. It expounds the related rationale andthe technical method applies which were applied in this articlePartⅢ: The Baokang County region development present situation analysis. According tothe Baokang County the actual situation, separately from the land utilization present situation, theecological environment condition, the region economy and the industrial structure condition tocarry on the analysis the Baokang County development condition, has fixed the foundation forthe land utilization function region division work.PartⅣ: The Baokang County’s land utilization function district. This part is the key contentin this paper, in detail elaborates the land utilization function district method and the districtprocess. It includes the model and the target system establishment, the thin target system, thequantification factor, carries on cluster analysis, the qualitative revision result.PartⅤ: The suggestions about county land utilization district management and construction.Based on analyzing the Baokang County various functional district land utilization characteristic,it study various functional district management construction question in plan time. And, in thisfoundation it put forward suggestions about the county land utilization functional managementand the construction.PartⅥ: Concluding remark. It sums up this article research results, innovation and areinsufficiency.According to the above several parts, it studies the Baokang county land utilization districtplan, and mainly obtains the research results:(1) From the Baokang County the actual situation, according to Baokang County presentland utilization situation, ecological zones functional positioning, regional economicdevelopment and industrial characteristics, it used AHP and the Delphi methods to establish thebase model and index system about the Baokang County land utilization functions district.(2) it used qualitative and quantitative methods of combining, AHP, Delphi, cluster analysis,GIS overlay analysis methods, to divide the four functional areas of land use in Baokang County,respectively was: key development zones (Chengguan town and Maqiao town), the priority zones(Siping Town and Guoduwan town), restricted zones (Houping Town and Xiema town), theprohibitional development zones (Huangbao, Longing Town,liangyu town, Maliang town andDianya town).(3) Based on analysis of the Baokang County land use present situation characteristics, itresearched how to manage and construct various functional districts during the planningfunctions of the management building. And, in this foundation it put forward suggestions aboutthe county land utilization functional management and the construction.更多还原
