【摘要】 党的十六届五中全会提出：建设以“生产发展、生活宽裕、乡风文明、村容整洁、管理民主”为目标要求的社会主义新农村。这为新形势下农村政治、经济、文化和社会全面发展指明了方向。目前，采取何种发展模式，建设社会主义新农村，是各级政府和学术界普遍关注的课题。本文认为，建设社会主义新农村，理应秉承没有固定模式，只有发展中的模式的观念，关键是要抓住建设新农村的一些重要因素，进行长期探索。本文从现阶段我国建设社会主义新农村的实践中，概括出七个典型的发展模式，以案例为切入点，着重对模式本身的特点、局限性和模式在应用推广中存在的问题展开分析。通过分析，笔者认为，任何一个模式都是一个复杂的系统，要在全国推广和模仿，都要受到诸多条件因素的制约。我们有必要从宏观层面上、从中长期的发展上，寻找统揽全局的和提纲挈领的关键要素展开研究。本文认为共有11个关键因素决定着我国社会主义新农村的发展模式，其中的“能人”、人才、土地、劳力和资金等问题，是相对重要的因素，解决好这几个重要因素，是社会主义新农村发展模式得以稳步、扎实推进的重要前提和保障；并由此提出解决这些主要问题的对策，最后，本文就相关的某些中观、宏观问题展开探讨。更多还原

【Abstract】 Party’s 16 sessions of fifth CCP plenary conferences proposed the construction take "the production development, the life is ample, the local custom civilization, the village accommodates, the management democracy neatly" as the goal of socialism new countryside, which has indicated the direction for the countryside politics, the economy, the culture and the social full scale development in the new situation. At present, adopting what kind of development pattern of construction socialism new countryside, is all levels of governments and the academic circles universal attention topic.This article believed, the construction socialism new countryside, should receive not the fixed patterns, just the developing patterns idea, the key is must hold some important attributes of construction the new countryside, carries on the long-term exploration.From present stage our country in the practice of constructing the socialism new countryside, summarizes seven typical development patterns, take the case as the breakthrough point, emphatically to the pattern itself characteristic, the limitation and the pattern question which exists in the application promotion launches the analysis. Through analysis, thought any pattern is a complex system, if wants to promote and imitate the pattern in the national, all must receive the restriction of many conditions and factors. We have the necessity to seek the factor which monopolizes the overall situation and concentrates on the main points essential to launch the research from the macroscopic stratification plane, from the long-term development.In proposed altogether has 11 key factors, is deciding in our country socialism new countryside development patterns foundation, further believed, "The capable person", talented person, land, labor force , fund and so on ,are the relatively important factors, thought solves these important factors, is the important premise and the safeguard of which the socialism new countryside development pattern can develop with steady steps and the solid advancement.
