【摘要】 新农村建设是当代中国政治进步和社会发展的要点，是系统解决“三农”问题的核心内容。《中共中央关于制定国民经济和社会发展第十一个五年规划的建议》和《关于推进社会主义新农村建设的若干意见》两文件的出台明示了新农村建设的原则和目标，指出新农村建设的核心内容是既要在量上达到社会主义新农村的要求，增加农村土地面积、增加农民收入，同时也要在质上达到社会主义新农村的要求，重视人文建设，改善人居环境。本文结合富顺县狮市镇土地整理项目可行性研究、初步设计及预算工作的开展，探讨新农村建设的理论与实践相结合的可行性，同时研究农村土地整理与新农村人居环境建设之间的相关性，对狮市镇的土地整理项目做出相应综合评价，包括经济效益评价，社会效益评价和生态环境效益评价，在此基础上构建狮市镇人居环境改善的基本指标体系，并探讨相应对策研究。论文首先论述了新农村建设的相关理论支撑，探讨了通过土地整理为基本手段，综合研究新农村人居环境的框架体系的可能性。其次，简述了土地整理项目的效益分析理论，在此基础上探讨了新农村人居环境体系与土地整理效益分析的系统联系，并把土地整理项目的环境影响评价体系和指标着重提出，进行相关研究与探讨。再次，以层次分析法为基础，探讨新农村人居环境的指标的具体量化步骡，并使用主成分分析法将其应用于土地整理项目的环境影响分析和评价。最后，以富顺县狮市镇土地整理工作开展为例，探讨了新农村建设中，借助土地整理为手段，达到新农村人居环境建设的可行性，在相关对策研究的基础上。提出建议。更多还原

【Abstract】 Currently, new rural reconstruction is the kernel of china politics’ advancement and socialdevelopment and is also the key point of solving "three agriculture" problem systemically. Withtwo documents-《The Central Committee of the CCP about the 11th five year plan suggestion offormulating the national economy and the society development》and《Certain opinions aboutadvancement socialism’s new rural reconstruction》coming out, it clears out the principle andgoal of new rural reconstruction, and it also puts forward that the key point of new ruralreconstruction is not only adding rural land area and the income of farmer to reach the goal ofnew rural reconstruction in quantity, but also focusing on humanities construction andimproving human living environment. Accompanying by the development of land planning inShishi town, Fushun, probing the feasibility of combination between theory and practice aboutnew rural reconstruction, making corresponding Synthesis appraisals (including economicefficiency appraisal, social efficiency appraisal and ecological environment benefit appraisal)on the project of land reorganization for Shishi town, constructing the basic quota system in thisfoundation to occupy the environment improvement of Shishi town, and discussing the study ofcorresponding Countermeasure.Firstly, elaborating the related theory strut of new rural reconstruction, and discussing thepossibility of the frame system for synthetically studying the new countryside person occupiesthrough the land arrangements which consider as the essential method.Secondly, summarizing the benefit analysis theory of land arrangements project, in thisfoundation, establishing the relevance for the environment system of new countryside personand land arrangements appraisal, and emphatically proposing the environmental effect appraisalsystem and target for land arrangements project, taking as the innovation union.Thirdly, taking the level analytic method as the foundation, probing target concretequantification step of new countryside person occupies, and using principal componentsanalytic method applied into the environmental effect analysis and appraisal of landarrangements project.Finally, taking the work development of land arrangements in Shishi town, Fushun Countyas an example, discussing the feasibility of using land arrangements as a method to achieve theenvironment construction of new countryside person occupies in the new rural reconstruction.In the research of correlation countermeasure foundation, propose the conclusion andsuggestion.更多还原
