贵州省科技创新人才培养对策研究

【摘要】 进入21世纪，经济全球化进程不断加快，科学技术迅猛发展，各国各地区的综合实力的竞争越来越集中表现为科技创新人才的竞争。贵州作为欠发达地区，长期以来发展缓慢，其中一个重要原因就是缺乏综合能力强的科技创新人才，贵州省要在未来几十年中实现科技的跨越式发展，就必须落实人才强省战略，培养和造就一大批科技创新人才，为贵州的科技创新提供强大的人才支撑。本文坚持理论与实践相结合的原则，通过查阅重要的理论文献，通过大量的一手数据资料收集整理分析，运用定性和定量等多种方法对贵州省科技创新人才培养对策展开探讨，正文共分四大部分：首先，对人才和创新人才的内涵进行了综述，界定了科技创新人才的内涵，对科技创新人才进行了科学分类，并给出了判断标准，详细阐述了科技创新人才应具备的素质，综述了相关理论，然后对贵州省科技创新人才培养的重要性进行了总结分析，为下文进一步研究奠定了理论基础。接着，围绕贵州省科技创新人才培养现状这一问题，分析贵州经济发展面临的机遇，对目前科技创新人才的现状、存在的问题及其原因进行了认真剖析。“十五期间”贵州的科技创新人才队伍得到了很大的发展，但是科技创新人才总量不足、结构不合理、科技创新环境不完善、科技产出效能不高等问题依然存在，在一定程度上制约了贵州科技创新能力的发展。其原因是多方面的，但主要涉及科技创新人才观念落后、人才环境、人才机制和培养主体四方面的问题。然后，分析了贵州已具备科技创新人才培养的基础条件：巨大的经济发展潜力有利于为培养科技创新人才提供良好的成长环境，丰富的自然资源优势为培养科技创新人才提供了广阔的活动空间，宽松的人才政策为培养科技创新人才培养提供了政策保障，明确的人才发展目标更是为科技创新人才培养指明了方向。最后，本章针对科技创新人才培养中存在的问题，结合科技创新人才的实际情况，从观念、人才环境、人才机制和培养主体的方面提出了对策措施，具有现实意义。更多还原

【Abstract】 Entering into the 21st century, the process of economic globalization is accelerating, the innovation of science and technology is developing quickly, the overall competition, in various countries and regions, is increasingly focus on the competition of the technological innovation talents. Therefore, in the next few decades, if Guizhou Province wants to seize the opportunity and achieve a leap forward in technological development, it is necessary to implement the right talent concepts and train and nurture a large number of technological innovation talents to provide a strong pool of talent for Guizhou technological innovation. This paper discusses the training measures of technological innovation talents in Guizhou, on the basis of the principle of combining theory, using theoretical study, practice survey, qualitative and quantitative method, the text is divided into four parts.First, expounds the concepts of talent and creative talent, defines the technological innovation talents, divides the technological innovation talents scientifically, and gives the criteria for judging a detailed explanation of technological innovation talents and expounds the quality of the technological innovation talents, then gives a summary analysis of cultivating technological innovation talents, which provides a theoretical basis for further research.Then, analyzes the opportunities in the process of developing economy in Guizhou, around this issue of cultivating technological innovation talents in Guizhou Province, seriously analyzes the current situation and problems and reasons of technology innovation rank. "During the 15th",Guizhou technological innovation contingent has been a great deal of development, but problems of insufficient talents, irrational structure, imperfect support environmental innovation and low output efficiency still exist, to some extent constrain the development of Guizhou technological innovation. There are many reasons for this, but mainly involves technological innovation backward thinking, environment, mechanisms and personnel training four main aspects. This part is the difficulty of this paper.Then, analyses in the foundation of personnel training conditions of cultivating technological innovation talents in Guizhou, as follows: offering enormous potential for economic development conducive to provide a good foundation of the growing environment for technological innovation talents, abundant natural advantages providing a broad space for technological innovation talents, continuing adopted policy of technological innovation talents to develop a policy protection, clear objectives of technological innovation talents giving cultivating direction.Finally, against the problems of technological innovation talents culture, combining with the actual situation of technological innovation talents, from the concepts, environments, mechanism, to training main to propose culture countermeasures.更多还原
