【摘要】 质量已经成为是21世纪国际高等教育关注的核心理念之一，高等教育质量体系的建立和完善，是世界高等教育发展的趋势，同时也是我国从精英教育向大众化教育转变的必然要求，我国也对高等教育质量问题高度重视，正在探寻行之有效的高等教育质量保障机制。英国完善的高等教育质量保障体系为我们提供了一个成功的典范，我国应该学习和借鉴其成功经验，以推动我国的高等教育改革，建立与完善我国的高等教育质量保障体制，与国际高等教育质量保障接轨。本论文共分四个部分：第一部分介绍了英国高等教育质量保障体制的历史发展过程．英国高校具有自治的传统，政府对高校的干预很少，进入大众化时期以后，由于各方面的影响，英国高等教育质量保障体系得以建立，并经过政府与高校以及社会各界的努力，通过一系列的改革，形成了今天完善的内外结合的保障体系。第二部分介绍了英国高等教育质量保障体系的基本内容及其实施。英国高等教育质量保障体系的内容主要是内外两方面，即高校、政府和社会。通各种评估机构对高等教育质量进行全面的保障。第三部分主要是深入挖掘英国高等教育质量保障体系在英国特定的文化传统的背景下的特点，包括完善的保障体系、多元的价值取向、公平与效率并重等等。英国高等教育质量保障体系的完善也是建立在英国的深厚文化积淀与价值观念的基础之上的。观念是行动的先导，多元化的质量观以及公平与效率的体现，促成了英国高等教育质量保障体系的系统化与规范化，并且在不断的发展完善。对植根于英国特定文化背景下的英国高等教育质量保障体系特点的探讨，有助于正确认识英国高等教育质量保障体系的精髓，为我国高等教育质量保障体系的国际化提供可行参照。第四部分主要是对我国的高等教育质量保障体系提出建议。建议一方面结合英国高等教育质量保障模式的优点与可借鉴之处，另一方面主要是针对进入大众化时期我国高等教育出现的诸多问题，进行改革。更多还原

【Abstract】 Quality has become a core idea of international education in 21st century. The establishment and improvement of the quality of higher education system are trend of the development of higher education in the world, and the requirements of China which is in the period of from the elite to mass education changes. China also attaches great importance to the quality of higher education, and are trying to find an effective mechanism to ensure the quality of higher education currently. British quality assurance of higher education provided a successful example for us, China should learn from their successful experiences in order to promote the reform of higher education. And establishment and improvement of China’s higher education quality assurance system to ensure the quality of higher education with international practice.This paper consists of four parts :The first part introduces the historical development process of the higher education quality assurance in British. British Universities have autonomy tradition. Government rarely intervened into Colleges. While the time goes into the mass education, UK higher education quality assurance system has been set up because all the implications. And through the efforts of the government and university and the community, a series of reforms launched to improve the external shape of today’s security system.The second part introduces the basic contents and its implementation of the higher education quality assurance in England. UK higher education system to ensure the quality of the content is outside the two areas, that are colleges and universities, the government and society. Through the quality of higher education institutions to conduct a comprehensive assessment of security. The third part ascertain the pattern of the British higher education quality assurance under the background of the specific characteristics of traditional culture, including improving the security system, pluralistic values, fairness and efficiency, and so on. British security system and improve the quality of higher education in the United Kingdom as well as the establishment of a profound cultural heritage and values of the foundation. Concept is a precursor for action, a wide range of quality, equity and efficiency as well as the embodiment of contributed to the UK higher education system to ensure the quality of the systematic and standardized, and in the continuing development of a sound.
