【摘要】 全面建设小康社会要求经济、政治、文化和社会的全面协调发展，亦要求城市与农村和谐进步。由于历史、地理方面等原因，我国各区域的发展很不平衡。改革开放以来，东西部地区差距、城乡差距不断扩大，我国全面建设小康社会的难中之难在西部农村地区。20世纪90年代以后，文化建设越来越受到社会各界的重视，中央和地方各级政府在各种会议和文件中也反复提出要加强农村地区文化建设，促进农村经济社会发展，农村文化建设被提到前所未有的重要地位。西部地区农村文化建设既是西部小康社会建设的长远之计，又是西部“三农”问题解决的当务之急。本文立足西部农村实际，以西部农村文化建设的重要性为逻辑起点，对西部农村文化建设的主要内容进行梳理，并针对西部农村文化建设存在的问题进行原因探析，提出了较有针对性的对策。正文共分四个部分，约3.5万字。第一部分，主要从西部大开发战略；西部社会主义新农村建设；西部农村地区经济发展；西部农民素质的提高；西部社会稳定和谐的维护五个方面对西部地区农村文化建设的重要性进行了阐述。第二部分，西部地区农村文化建设的主要内容。主要是从狭义的农村文化建设角度，对西部农村文化建设内容进行了梳理和充实：思想道德建设——农村文化建设的灵魂；教育科学文化建设——农村文化建设的基础性工程；环境美化建设——农村文化建设的依托；文化资源建设——农村文化建设的保障。第三部分，分析了西部地区农村文化建设存在的问题，并从认识、领导、经济、机制等方面对滞后的原因进行了剖析。第四部分，着重阐述了加强西部地区农村文化建设的具体对策。西部农村文化建设是一项系统工程，试图通过发挥政府、村落、村民三方面的合力，扎实有效的推进西部地区的农村文化建设。更多还原

【Abstract】 To construct well-being society all-round requires economic, political, cultural and social development. At the same time, it also requires the city develops harmoniously with the countryside. Due to historical, geographical factors, there exists imbalance in every field’s development. Since China’s reform and openness, the gap between eastern areas and western areas, the city and the countryside has been widening greatly. The most difficult is in west China. In the twentieth 90’s , construction of culture is gaining more and more attention from every social field and the central and local governments repeated put forward it important role to strengthen the cultural construction in countryside, to promote the countryside’s development. Countryside cultural construction of west China is not only a very important plan in West China, but also an urgent task in "three agricultural problems". The present paper intends to systemize countryside culture construction of West China and analyze existing problems and reasons in the countryside culture construction of West China. Furthermore, it also put forwards countermeasures based on realities in west China.Firstly, the importance of countryside culture construction of West China mainly from western development strategy; West socialism new rural reconstruction; West countryside economy development; West the farmer quality enhancement, the stability and harmonious maintenance of west society.Secondly, the main content of countryside culture construction of west China. Mainly is from the narrow sense countryside cultural reconstruction, carried on to the western countryside cultural reconstruction content has combed with the enrichment: Thought and moral reconstruction - the soul of cultural construction of countryside; Education and scientific cultural reconstruction - the foundational project of cultural construction of countryside; Environment beautification construction - the backing of cultural construction of countryside; Cultural resources construction - the safeguard of cultural construction of countryside.Thirdly, having analyzed existing problems in the countryside culture construction of west China, and analyzed the reasons of the lag reason from understanding, leadership, economy and mechanism.Lastly, putting forwards countermeasures based on realities in west China. Culture construction of countryside in west China is a systemic project, strengthening countryside cultural construction of west China through the joint effort of three aspects from the government, the village and the villagers.更多还原
