【摘要】 长期以来，国家和各级地方政府都把工作的重点放在如何发展城市，试图通过城市经济的快速发展加快城市建设，带动城镇的发展。但是实践证明，城市的过度集聚发展削弱了城镇的自身发展，同时带来城市过度膨胀、人口急剧增加、人居环境差等诸多问题。尤其是欠发达城镇，由于政府的忽视，经济发展缓慢，城镇迫切需要寻找一条新的发展途径。近年来，国内很多城市运用城市经营理念经营和管理城市，并成为城市发展的新途径。但是在城镇的发展中，城市经营理念还没有予以成熟运用，城镇经营理论一直也没有得以系统论述。本文主要研究如何利用城镇经营理念经营发展城镇，为那些既无传统优势资源，又无地理优势的陕南地区小城镇寻求一种新的发展途径。通过实地踏勘，调研各个城镇的详细资料，分析城镇经济发展特征，结合城镇经营理念，创新经营城镇，为城镇创建新的产业链，从而带动其他相关产业的发展，促进城镇经济快速增长。本文的主要研究成果如下：(1)城镇经营与城市经营理论的理论基础是相同的，但是有所不同的是城镇经营的对象是城镇而城市经营的对象是城市，城镇和城市本身就有不同的特点。因此，城镇经营与城市经营在经营方法、途径和内容上也有很大的不同。(2)城镇经营在通常情况下是以经营城镇土地、城镇基础设施为主要内容，本文针对陕南城镇现状，进行城镇创新经营，寻求城镇发展新途径。(3)陕南地区城镇的发展落后多数受交通条件的影响，产业结构单一，城镇竞争力弱，城镇发展停滞不前。本文通过运用城镇经营理念，整合优化城镇各类资源，促使资源资本化，形成产业链，带动城镇经济发展。(4)针对上述研究成果，以宁陕县城城关镇经营为例，对陕南地区城镇创新经营进行研究，得出以采用整合优化城镇自然资源、历史人文资源以及人工资源，通过整合资源的资本化，形成旅游业为主的产业链，促进城镇发展。更多还原

【Abstract】 Ever since a long time ago, our country and local peoples government at different levels have put great emphasis on the development of arties because they hope to push the development of towns by the rapid economic growth of cities.However, it has proved theta the over-assembled development of cities actually imparts the development of small towns, spirally those less developed towns, and meanwhile, it also brings some poor environment of residence, etc. Furthermore, due to the overlooking of government and the slow development in economy, those small towns imperatively need a new way of developing themselves. In recent years, many cities, which is how a new method of developing cities. But for small towns, the civil enterprise theory has not been well put into use, and the enterprise theory of towns has not been generally discussed.The thesis focus on how to develop towns with the enterprise theory and strives to pursue a new way for the development of small towns of Southern Shania which boast of no traditional advantageous resources and favorable geographical conditions. It analyzes the characteristics of the economic development of towns through exploration on the spot and investigating the specific information of every town and points out that small towns should apply enterprise theory of towns to administrate and manage themselves; create new industrial chains to give an impetus to other relating industrial and promote the rapid economic growth.The chief achievements are as follows:(1) The theoretical basis of the enterprise theory of towns and of cities and the same.Howeve, the objects of the two theories—ties and towns, have different features.Thus, their methods.contents and ways of management differ a lot.(2) The small towns usually take the management of land and infrastructure as their main content of their management and administration. Acording to the conditions of the small towns in Southern Shaanxi, new and innovative way of development should be formed.(3) The development of Southern is lagged behind primarily due to the inconvenient transportation, the single industrial structure and the weak completive strength.The thesis suggest using enterprise theory of resources:create industrial chains and to push the economical development of small towns.(4) From the above research and the instance of chengguan town in Ningshan county, it can be concluded that we should integrate and optimize the natural resources, human resources and labor resource of small towns and make them capitalized in order to form industrial chains led by tourism and promote the development of small towns.更多还原
