城市规划对城市复合生态系统的优化功能研究

【摘要】 城市是人类聚集的中心，是人类社会经济、政治、科技发展到一定阶段的产物，是物质文明与精神文明的荟萃之地。因此，建设具有良好人居环境的城市一直是人们孜孜追求的目标。当历史的车轮驶入21世纪，随着我国经济社会的转型和城市化进程的加快，城市复合生态系统中资源、环境、人口、经济和社会等各方面的问题开始凸显。因此，我们应该采取各种措施来优化城市复合生态系统，以此来改善城市的人居环境、提高城市的“宜居性”。作为以土地使用和城市空间部署为核心的城市规划，其作用就是配置空间资源，保护生态环境、维护社会公平、保障公共安全和公众利益，从而促进城市经济、社会与生态环境相协调。伴随着城市的快速发展，城市规划成为城市可持续发展的动力与保障。因此，解决目前诸多城市问题，充分发挥城市规划的作用成为关键。基于此，本文将以城市规划为技术手段对城市复合生态系统进行优化，着重研究城市规划对城市复合生态系统的优化功能、探讨如何通过城市规划手段来优化城市复合生态系统以及更好的优化城市复合生态系统下的城市规划发展之路。通过深入的研究，将为未来城市发展开辟一条探索之路，并借此来推动城市复合生态系统的优化以及城市规划学科的前进。本文在国内外率先提出了城市规划对城市复合生态系统优化这一全新理念，并初步建立了城市规划对城市复合生态系统优化功能的理论体系。本文主要研究成果如下：(1)阐述了西方现代城市规划理论对城市系统优化功能的历史演进，可以看出，随着城市规划思想的演进，城市规划对城市系统的优化功能不断提高；(2)探讨了城市复合生态系统与城市规划的双向影响因素及机制；(3)分别从城市自然系统、城市经济系统、城市社会系统三方面探讨城市规划对城市复合生态系统的优化功能；(4)分别从主体关系、规划编制、城市空间、公共政策四个视角探讨城市规划对城市复合生态系统的优化功能；(5)基于城市复合生态系统观的基础上，建立了城市规划方案的评价体系；通过建立模糊综合评价模型，提出了城市规划实施后对城市复合生态系统优化功能的绩效评价体系；(6)为了更好的发挥城市规划对城市复合生态系统的优化功能，提出了城市规划的发展之路，包括城市规划师的观念发展、城市规划目标观的发展、城市规划编制方法的发展、城市空间管制的发展。更多还原

【Abstract】 City is the assembled center of mankind. It is the fruit resulted from the development of economy, politics, science and technology of human society in certain stage. They are also the assembled place of material progress and cultural progress. So, to construct cities of good human being inhabited environment is always the goal which people diligently pursue. As the wheel of history sails into 21st century, questions of various aspects including resources, environment, population, economy, society and so on in the urban complex ecosystem appeared evidently with the transition of the economy society of our country and acceleration of urbanization process. So we should take kinds of measures to optimize the urban complex ecosystem, improve urban human inhabited environment and create more livable city.Taking land use and spatial layout as the core, Urban planning has the function of depositing the space resources, protecting the ecological environment, defending social justice, guarding public security and public benefit, thus promoting the urban economy, the social development and the ecological environment coordinated. Therefore, urban planning can play the important role in solving the existing problems in urban complex ecosystem.Based on this, the article firstly conducts the research on the optimization functions with urban planning to urban complex ecosystem, discusses the optimization ways and optimization methods with urban planning to urban complex ecosystem, and ,as well as for better optimized urban complex ecosystem, finds the way of urban planning of future development.The article put forward the new idea of the optimization with urban planning to urban complex ecosystem and initially establishes the theory system about the optimization function with urban planning to urban complex ecosystem. The main research results of this article are as follows:(1) Summarized the development history of western urban planning theories in the past hundred years. We can find that the optimization function with urban planning to urban system is heightening with the evolution of western urban planning thought.(2) Discussed the mutual influence factors and the mutual influence mechanism of urban planning and urban complex ecosystem.(3) Summarized the optimization way with urban planning to urban complex ecosystem from three aspects of the urban natural system, urban economy system and urban society system separately.(4) Separately discussed the optimization ways with urban planning to urban complex ecosystem from the four angles of view of relations of bodies, plan-making, urban space and public policy.(5) Based on the foundation of urban complex ecosystem, it has established the evaluation system of urban planning scheme. Through establishing the fuzzy comprehensive evaluation model, it designed the performance evaluation system to urban complex ecosystem after the implementation of urban planning.(6) It is proposed the development way of urban planning, including the development of the thought view of urban planer, the development of goal view of urban planning, the development of urban plan-making, the development of urban planning space control, for the sake of exerting the optimization function to the urban complex ecosystem better.更多还原
