施工项目管理在工程项目中的应用

【摘要】 工程项目管理在目前国内工程项目中主要体现为项目经理责任制与项目部管理模式。在当前工程项目建设领域,存在的问题主要有:虽然项目经理制在国内项目建设中已经实施了一段时间,但却没有真正发挥其作用,项目经理制流于形式;没有科学的管理制度,激励机制与项目考核制度不健全,项目部管理人员工作效率不高,责任心不强;材料浪费严重,忽视安全文明施工与环境保护的管理,项目完成后企业经济效益低。在这种背景下,本文通过所接触过的工程项目实例,指出在工程项目实际中必须加强项目管理工作,运用现代薪酬理论与人力管理理论,科学的实施项目经理制,落实管理人员个人岗位责任制,制定具体的责任制度与激励机制,使每个项目管理人员的业绩与经济效益挂钩。本文主要从以下几个方面进行研究:简要分析工程项目管理模式的历史、现状及发展趋势,提出当前项目管理中存在的问题及研究思路。系统分析项目经理责任制与项目部管理模式,项目经理制的组织模式与运行,项目部的组织机构、体系机制,具体管理措施。系统分析工程项目管理中的人力管理理论,主要有:薪酬理论与薪酬制度,激励计划,目标管理法。通过工程实例说明项目管理在实际工程项目中的运用,在工程实践中科学运用薪酬制度与激励机制,建立科学的工资奖金分配制度,建立项目风险抵押金制度,充分调动管理人员的责任心与积极性,从而降低工程项目成本,提高项目盈利率,达到施工企业与管理人员个人的共赢。
【Abstract】 Domestically nowadays, the project management mostly is represented as project manager responsibility system and project department module. In the field of project construction at present, the existing problems consist mainly of: the project manager responsibility system does not work actually and falls into modality, though it has been carried on in project for a period of time; without scientific management system, inspiring mechanism and perfect assessment system, personnel in project department work with low efficiency and weak responsibility; the accomplished project runs in bad benefit, before it have wasted materials seriously and ignored the management on influence to environment by construction. Under the circumstances above mentioned, this article, based on examples actually experienced, points out that during a project, the project management must be strengthened by applying the modern salary system, human resource management theory, scientific fulfilling of project manager responsibility system, enforcing the personnel-post responsibility system, settling down the specific responsibility system and inspiring mechanism, with the economic benefit tightly related to the achievement of every single person involved in the project.This article discourses mainly upon the following aspects:Brief introduction to the history, actuality and developing trend of project management mode, presenting the problems and research idea existing in the present project management; Analyzing systematically the project manager responsibility system and project department management mode, expatiating the organization module and operation under the project manager system, and the structure, mechanism and the specific managing measures for project department; Analyzing systematically the human resource management theories employed in project management, mainly including the salary theory and salary system, inspiring plan, target management; Illuminating the practical application of project management in project by examples, with adoption of reasonable salary system, inspiring mechanism, reward system and project performance risk bond, to stimulate the personnel’s responsibility and positivity in management, consequently, to reduce the cost of project, promote its profit rate and realize the mutual gain of both construction unit and management personnel.
