社会经济安全条件下的城市水资源保障体系研究

【摘要】 安全是人类基本需求中最根本的一种。安全与发展是现代社会的两大任务，人们在追求社会永恒发展的同时，对安全有了新的认识。传统安全主要是指军事安全、政治安全。随着社会进步，由此产生了各种非传统安全问题。安全与社会经济发展的联系也越来越紧密，二者相互依赖、相互制约。水资源是人类赖以生存的不可缺少的宝贵资源，又是自然环境的重要组成部分，它的利用会影响到社会经济安全。目前，社会经济指标达到什么程度才能使城市水安全得到保障?如何协调好社会经济发展和水资源安全保障之间的关系?这些都是目前备受关注的问题之一。本文在参阅大量文献的基础上，介绍了国内外水资源保障体系的研究现状；结合社会经济的研究，指出了研究中存在的主要问题及今后发展趋势：分析了城市水资源及用水特点，并对安全理论以及社会经济安全进行了探讨，为社会经济安全条件下的城市水资源保障体系研究奠定了基础。水资源安全保障的研究是本文的重点部分。文中分析了水资源安全保障的重要意义，提出了水资源安全保障度的量化方法，其中引入保障度来综合表征水资源安全保障的程度。城市水资源保障体系的研究对城市的供水、节水规划和区域社会经济发展规划具有重要的现实意义。在以上研究的基础上，本文以郑州市为实例进行了应用研究。以2005年为基准年，分别从社会经济、环境、供给、防洪减灾、高效利用、公众参与等方面，对郑州市2005年水资源安全保障进行研究，计算得到郑州市水资源安全保障六方面的子保障度；再通过多准则集成，得到郑州市2005年水资源安全保障程度：并对郑州市水资源保障体系提出建议，为区域的发展规划、供水工程规划以及节水规划提供科学依据。更多还原

【Abstract】 Security is one of the mankind’s basic needs. Security together with development are two major tasks of the modern society. People have new awarenesses of security while pursuing social eternal development. Traditional security often refers to military security and politics security. With the development of society, it has produced many nontraditional security issues. The connection between security and socio-economic development is becoming closer and closer, they interdependent and restrict each other. Water is the indispensably precious resource that mankind depends on for existence, as well as an important component of natural environment, and its use will influence the socio-economic security. At present, in order to guarantee urban water resource security, what is the degree that socio-economic indicators reach to? How to coordinate the relation between socio-economic development and water security? These have become one of the present questions receiving much concern.On the basis of reading a large number of documents, this paper introduces the domestic and international current research situation of the ensure system of water resource, points out main problems existing in current research and development trend in the future of the study combining with the current situation of socio-economic research. It analyses the urban water resource and the characteristic of water consumption, discusses security theory and the concept of socio-economic security. This study establishes the foundation for the research of urban water resource ensure system under socio-economic security.The research of water resource security is the focus of this paper. This paper analyses the significance of water resource security, proposes the specific method calculating ensure degree, which is introduced to characterize comprehensive characterization of the degree of water resources security. It has very important practical significance on the city’s water supply, water conservation planning and regional economic development plans researching urban water resource ensure system.In order to verify the method presented above, they are applied to the city of Zhengzhou. This paper takes 2005 as datum year, concludes Zhengzhou’s water resource security in 2005 on socio-economic, environmental, supply, flood prevention, efficient use, public participation. Through assembling multiple criteria, it gets water resource ensure degree of Zhengzhou. Then this paper gives suggestions and Countermeasures on water resource ensure system of Zhengzhou.
