【摘要】 本论文研究的领域是高校学生工作中的帮贫助学工作。该项工作关系着目前三分之一在校大学生的就学和生活费用问题，和每年200个亿的资助资金的使用，是当前一项非常重要和意义深远的工作。本论文拟解决该项工作中面临的二大主要理论问题，即经济困难学生的管理决策问题和国家助学贷款的管理问题。同时研发信息系统对本文的理论研究提供实验环境和实际的解决方案。本论文在系统论、决策理论和BPR理论的指导下，首先分析了经济困难学生管理中存在的问题，指出了表象性问题的根源在于政策局限和管理模式的缺陷。然后提出了资助的二重本质属性，即保障教育公平性和促进学生发展性。在这个基础上，本文进一步提出了基于学生自主意愿的资助管理模式，并就管理决策流程进行了再造，引进了及时反馈和资助评价功能，从而理顺了执行机制，兼顾了效率和公平。在这一新的资助管理模式框架下，本论文进一步地讨论了国家助学贷款的管理模式问题，并在风险管理理论的指导下，针对当前国家助学贷款还贷高违约率的情况，全面地分析了学生违约风险产生的背景、原因和对银行、学校和学生本人带来的危害。并基于对学生违约风险产生的原因分析，从思想上、实践上、管理上和应急上提出了有针对性的解决方案。本研究提出建立信息系统，通过定期回访和还款提醒来建立学生还贷的稳定心理和帮助学生避免非主观因素造成的违约风险的思路在国内尚属首创。同时关于风险管理的研究成果在西南交大最先应用，为其连年保持100％的高还贷率做出了一定的贡献。本论文研发了信息系统作为对理论研究的实验载体和实际的解决方案，就帮贫助学的管理决策、助学贷款、风险管理等方面提供了全面的支持，该信息系统是目前国内第一套真正较为成熟的经济困难学生管理系统。更多还原

【Abstract】 The thesis research domain is the universities student affaires to help poor households’ assists students. This work relation to about 1/3 college student’s study and life question, and relation with how uses 200 billion funds every year, is an significance profound work. Plans to solve the two theories questions in this work at present, one is the economical difficult student’s management decision-making question, and the other is the national student loan management question. Simultaneously researches and develops the information system to provide the experimental environment and the actual solution to this article fundamental research.The thesis in the system theory, the policy-making theory and under the BPR theory instruction, has first analyzed the question which the economical difficult student manages exists, Has pointed out the representation question root lies in the policy limitation and the management pattern flaw, then proposed funds the duality, namely safeguard education fairness and presses students to development. In this foundation, this article further proposed funds the management pattern based on the student independent wish, and carried in the management decision-making flow has made again, introduces has promptly fed back and funds the appraisal function, thus straightened out has carried out the mechanism, had achieved system balanced, caused to fund the supervisory work more highly effective and is fair. In this new management pattern frame, the thesis further discussed the management pattern question about the national student loan. And the thesis in the risk management theory instruction, comprehensively analyzed the background, the reason and the harm to the bank, the school and students of students to break a contract. And the thesis proposed the solution from the thought, the practice, the management and the emergency.The thesis first applies about the risk management research results in the southwest Jiaotong University, and makes the certain contribution to it successive years maintained 100% repay rate. In this thesis, simultaneously researched and developed the information system to take to the fundamental research experimental carrier and the actual solution, has provided the comprehensive support to helping poor households’ students’ management decision-making, national student loan, risk management.
