【摘要】 安全评价最早是由保险业发展起来的，时间可追溯到20世纪30年代。保险公司为客户承担各种风险，要按照所承担风险的大小收取一定的费用。因此，就带来一个衡量风险程度的问题，这个衡量风险程度的过程就是当时美国保险协会所从事的风险评价。现在，世界各国各行业所从事的安全评价几乎都沿用风险评价这一术语，唯中国、日本改用安全评价。本论文首先阐述相关的概念，主要是安全科学与安全评价基本理论概念的界定，将安全科学理论的发展历程、事故学理论与特征、危险分析与风险控制理论与特征、安全科学原理理论与特征、安全综合评价方法的选定等加以详尽论述，同时以铁路运输安全研究的指导思想为基础，结合长春站实际情况，系统分析铁路客运站目前安全评价的各项指标，并根据所阐述问题提出相应对策及解决方案。其次对影响铁路客运站行车安全的众多因素进行了具体分析。包括各项单因素分析、各单因素相互之间关系以及共同结合后对运输安全的影响。随后在影响安全的因素分析的基础上，论述了铁路客运站行车安全评价的层次结构。从评价体系的层次的划分、指标构建描述、评价方法选取、体系运作四个角度展开分析研究。第五部分针对目前长春站安全评价实施，从风险管理、全面质量管理的角度提出了长春站行车安全控制对策。更多还原

【Abstract】 Safety evaluation develops from insurance business initially, dating back to the thirties in the 20^th century. Insurance companies bear every risk in the place of clients , and take a certain commission on the degree of risk. Therefore, the case of scaling degree of risks is brought about, and the process of scaling is the risk evaluation undertaken by the American Insurance Committee. At present, the notion of risk evaluation taken along worldwide except for China and Japan in terms of safety evaluation.This essay, first of all ,states the relevant concepts, mainly about signifying the basically theoretical concept on safety science and safety evaluation, and illustrates the developing process of safety science theory , the theory and characteristic of The accidentalistic ,the danger analysis and risk controlling, the safety science theory, the methods of safety overall evaluation, etc. in detail. Meanwhile, on the base of the safety research on the railway transportation, taking the actuality of Changchun Railroad Station into consideration, the essay analyzes every index of the safety evaluation on present railway transportation systematically. In addition, it prompts the corresponding solution to the problem mentioned above.Secondly, this essay analyzes the factors about interfering the safety of railway transportation, including the analysis of every individual factor, the relation of the individual factors and the influence to safety transportation after they bundle up.Then it illustrates the layer construction of the safeguard system of safety transportation. It expands in four aspects as follow: the construction of safeguard system, the illustration of system construction, the distinction of system layers and the run of the entire system.Fourthly, according to the consequence of the present safety evaluation of railway transportation and the analysis of the types of present accidents , this essay puts forward the corresponding solution on the management, the risk management and the comprehensive quality management.Finally, this essay states the projects taken by Changchun Railroad Station in the recent years and executive methods on safety management, and probes for the mature , successful and viable strategies with the sense considerating universally in the hope of the research of the combination of the theory study and certain cases.更多还原
