【摘要】 随着兰州城市规模的扩大、经济的发展和居民生活水平的提高，兰州城市固体废弃物的产生量也急剧增长。而目前兰州落后的管理理念、政企合一的管理体制、单一的资金来源渠道等因素严重制约着兰州城市固体废弃物的管理水平，致使废物清运不及时、运输不卫生、处理不科学、回收不规范等问题大量出现。这些问题不仅严重影响了城市环境和形象，而且造成了大量资源的浪费，制约着兰州经济、社会的和谐发展。因此，分析兰州城市固体废弃物管理存在的问题，改进兰州城市固体废弃物管理势在必行。本文在仔细研究城市固体废弃物管理相关理论的基础上，首先分析了兰州城市固体废弃物产生的特点，并通过灰色预测模型对城市固体废弃物的产生量进行了预测，随后分析了兰州城市固体废弃物管理体制、法律法规、收运以及处理方式。最后，本文立足于兰州的现实情况，适当借鉴国外发达国家在城市固体废弃物管理上的先进经验，提出了兰州城市固体废弃物管理的改进方向。更多还原

【Abstract】 With the enlargement, economic development and improvement of resident’s living standard of Lanzhou city, the production amount of the municipal solid waste in the city of Lanzhou increases sharply too. And the backward management idea in Lanzhou at present, such factors as Management system of the indistinctness between the functions of the government and those of enterprises, single capital source are restricting the management level of the municipal solid waste in the city of Lanzhou seriously. For example, the collection of waste is not in time, and the transport is unsanitary, and the handle of waste is unscientific. These problems have not only influenced urban environment and image seriously but also caused the waste of the ample resources, which restrict the harmonious development of the economy and society of Lanzhou. Therefore, analyze the management of municipal solid waste in Lanzhou is necessary, and the improvement of the management of municipal solid waste is imperative.This article is on the basis of studying the municipal solid waste and managing relevant theories carefully. Firstly, the characteristics of the municipal solid waste are analyzed in this paper. And we forecast the production of the municipal solid waste of Lanzhou by the gray forecast model, and then analyzing the management system of municipal solid waste of Lanzhou, laws and regulations about it, transportation of it and the way to be treated of it. Finally, basing on the realistic situation of Lanzhou city, and learning from the advanced management experience of developed countries properly, proposing the improvement direction of municipal solid waste management of Lanzhou city.更多还原
