工业园区空间整合研究

【摘要】 自工业革命以来,传统的工业化道路主宰了发达国家几百年的工业化进程。工业化使社会生产力获得了极大的发展,创造了无比巨大的物质财富,但这些成就的取得也是以过量消耗资源和牺牲生态环境为代价的。如何避免重蹈覆辙是值得我们深思的问题。沿海一些发达地区工业用地大规模扩张,大大超过了国家所规定的指标(25%~30%)。近年来还有逐年增加的趋势。而和城市环境质量关系密切的政府社团用地、道路广场用地、市政设施用地和公共绿地的比例明显偏低,使得人居环境不理想。可见,一些地区虽然建设用地增加很快,但结构性缺陷十分严重,配套设施很不完善,呈现出低水平城市化特征,陷入低效利用资源的恶性循环。但这一问题的真正体现还在于那些自下而上的工业园区。他们在原集体土地的基础上发展以非法出让土地换取启动资金,自建工业园区、工业村,或擅自建立工业厂房。他们缺乏科学的规划论证和产业定位,相互之间在招商引资的过程中又相互压价,搞恶性竞争。因此,如何对这些已经形成但层次低档的工业园区进行空间整合,以促使他们走上产业集群之路成为研究必要。论文对工业园区发展相关理论梳理之后,以深圳市特区外的产业园区空间整合为目的探讨了珠江三角洲自下而上的工业园区发展模式、问题,总结经验与教训。运用GIS技术就深圳市特区外工业园区的空间分析,发现对于工业园区空间整合应该以城市规划、土地、税收等政策角度的引导来实现。

【Abstract】 Since the Industrial Revolution, the traditional industrialization path has controlled the developed country’s industrialization process in several hundred years. The industrialization caused the social productive forces to obtain the enormous development, has created the immeasurable material wealth, but the obtaining of these achievements also take the excessive resources consumption and the sacrifice of ecological environment as the price. How to avoid the questions which repeat a mistake is worth us thinking deeply.The large-scale expansion of industrial land in Chinese coastal areas, has greatly surpassed the target which the country stipulated (25~30%). In recent years, there are growing tendency year by year. And the proportion of government mass organization land use, the path square land use, the municipal administration land use and the public green land use closely related to the urban environment quality is obviously low, making the residential environment not ideal. Obviously, although construction land in some areas increases very quickly, the constitutive flaw is extremely serious, the necessary facility is not very perfect, presenting the low level urbanization characteristic, falling into the vicious circle that using resources is lowly effective. But this question truly manifests also lies in these industry parks which formed from bottom to top. They illegally sell the land to receive the start fund in the foundation of original collective land, construct the work industry park area, the industry village themselves, or arbitrarily construct the industry workshop. They lack of science plan proof and the industrial localization, mutually keep prices down in the process of attracting business and investment, then the malignant competition is formed. Therefore, how to carry on the spatial conformity about the already formed but low-grade level industry parks, to urge them to step onto road of the industrial cluster becomes the research necessity.After the introduction of the correlation theory about industry park development, this paper taking the Shenzhen special zone outside the industrial parks’ space conformity as the goal discussed the development pattern, the question of industry park area from bottom to top in the Pearl River Delta area, summed up the experience and the lesson. After using the GIS technology taking spatial analysis on the Shenzhen special zone industry parks, discovered that the industry parks space conformity should rely on the guidance of policy of urban planning, land, tax revenue and so on.
