【摘要】 生态城市和循环经济均应时代而生，作为两个近年来兴起的事物，循环经济与生态城市的关系是什么，如何发展循环经济促进生态城市建设是目前实践中尚未完全解决好的两个基本问题。论文首先分析了循环经济与生态城市之间的关系：即生态城市建设的出发点是转变传统的经济发展方式，而发展循环经济，是一种有效的转变传统经济发展模式的途径，因此，在生态城市建设过程中发展循环经济，可以从根本上协调城市经济活动与城市生态环境的关系，使得生态城市的建设建立在经济发展与生态环境和谐的基础之上，真正做到经济、社会、自然的和谐统一，有效构建生态城市。其次，论文具体论述了生态城市建设过程中应用循环经济的途径，从企业清洁生产、企业之间生态工业链网构建以及循环社会的构建三个方面论述了循环经济的实现途径。通过典型案例分析，初步分析生态建设过程中应用循环经所取得的效果。最后，根据上述思路和方法，对西固区发展循环经济进行了实证研究，提出了循环经济在西固区生态城市建设中的实现途径，并提出了相应的保障措施，使得西固区实现经济增长方式的显著转变、生态环境全面改善、人与自然和谐相处，最终建成山水相依、集约循环、和谐共生的生态西固。更多还原

【Abstract】 The emergence of Eco-city and Circular Economy is because of the need of the ages. In the current practice, there are two basic problems which aren’t resolved completely. The one is what is relation between Eco-city and Circular Economy, and the another is how to promote the Eco-city construction by developing Circular Economy.Firstly, the paper analyzes the relation between Eco-city and Circular Economy: The construction of the Eco-city takes the change of traditional economy development way as point of departure. Circular Economy is a valid path to change the traditional mode of economy development. Therefore, developing Circular Economy in the construction of Eco-city can moderate the relation between economy develop and environment radically, and make the construction of Eco-city being on the foundation of harmoniousness.Secondly, the paper discusses the approach of applying the Circular Economy to the construction of Eco-city at three levels, including enterprise’ cleaner production, eco-industry and Circular society. By analyzing the typical cases, this paper analyzes the effect of applying Circular Economy in the construction of eco-city.Lastly, According to the above-mentioned way, the paper carries through the positive research of the development of Circular Economy in Xigu area, and puts forward applying paths of Circular Economy in the construction of the Xigu Eco-city. In this way, Xigu area changes the traditional development mode and realizes harmonious man-nature relation and become the Eco-Xigu eventually.更多还原
