【摘要】 资源型城市的特殊性使得经济转型成为资源型城市在发展到一定阶段后的必经之路。资源型城市的经济转型在国外已多有研究，在我国，由于自然资源禀赋的特征及建国初期的特定历史背景，资源型城市分布面积之广、所面临的衰退趋势之严峻更是引起了政府和相关专家学者的高度重视。资源型城市经济转型的成功与否不仅直接关系到整个国民经济的运行，而且还是个社会问题，关系着我国社会的安定团结。因此，研究资源型城市经济转型、提出富有建设性的战略对策，就具有非常重大的意义。本文首先就资源型城市和经济转型的概念以及我国资源型城市面临的主要问题作了论述，其次详细介绍了资源型城市经济转型的理论依据—循环经济理论，和现实依据—国外资源型城市转型的成功经验以及我国资源型城市经济转型的试点城市阜新市的转型经验。文章最后，以我国煤炭资源型城市乌海市为例，在简单介绍其基本概况之后，重点对资源型城市乌海市面临的问题及循环经济的兴起及其在经济转型过程中初步取得的成绩做了分析和总结，特别是乌海市从三个产业园区实施循环经济开始，从而带动全市循环经济的发展，然后提出了一些乌海市经济转型的可行性建议。更多还原

【Abstract】 The particularity of the resource-based cities makes economic transition become the only road after the cities developing into the certain stage. The economic transition of the resource-based cities has already been studied more abroad, in our country, as the characteristic of natural endowment of natural resources and specific historical background in the early days of foundation, and that the resource-based cities are distributed wide and decline trend they are faced is severe.,it causes the great attention of the government and relevant experts and scholars especially.The succeeding or not of economic transition of resources cities not only concerns the operation of the whole national economy directly, but also it is a social concern, concerning the stability and unity of the society of our country. So, researching on resource-based cities economic transition and putting forward the constructive strategic countermeasures, it has a very great meaning.This text has described on the concepts of the resource-based cities and economic transition and main problems which the resources cities of our country faced at first, and has introduced the theoretical foundation that the resource-based cities makes the transition in detail - Circular economy theory and the realistic basis- the successful transition experience of Fuxin ,the pilot city of the resources cities in our country and the foreign resources cities transition.In the end, it has taken the coal resource-based city Wuhai of our country as an example, after introducing its basic overview briefly, it has analyzed on and summarized the problems faced to the city of Wuhai and the rise of circular economy and the achievements made in the course of economic transition, especially Wuhai begins from the three industry gardens implementing circular economy and propose the development of the circular economy in the whole city, then it proposes the feasible suggestion of economic transition of Wuhai.更多还原
