【摘要】 在一般意义上，所谓公民参与是指为了落实民主政治，维护公共利益，公民个人或公民团体通过特定的参与途径，影响政府公共治理过程的意愿和行动。公民参与是在现代民主政治制度下，公民所具有的一种普遍性和广泛性的行为，与之相适应，有关公民参与的权利、方式及其运作机制等便构成了现代民主政治制度的重要内容。上世纪七、八十年代以来在西方国家兴起的公共治理思潮及其行政改革浪潮，为公民参与提供了一个全新的视角，公民参与具有了强烈的时代价值。它既有利于推动政治文明进程，也有利于建构服务型政府和社会主义和谐社会建设。公民参与的动机在理论界观点众多，但归结而论，主要体现为：民主政治的落实、维护公共利益以及公民资格的发挥。尽管公民参与在西方国家学术界存在着“第三条道路”等深厚的理论基础，但又面临诸如民主理念与效率提升的博弈等多方面的挑战。尤其是在中国具体的政治文化环境中，公民参与还存在着像传统观念的束缚等许多障碍性因素。为此，在现时代，急需从理论上建构一条适合中国国情的公民参与的实现途径。可以概括为：培育公民参与意识、加强公民参与制度建设、夯实公民参与物质条件、规范公民参与程序、创新公民参与方式等。更多还原

【Abstract】 In general significance, the citizen participation refers to citizen individual or citizen association to influence the wish and motion during government public governance process by specific participation mechanism so that the democratic politics can be carried out and the public interest can be maintained. The citizen participation is under the modern democratic politics system and the citizen has one universality and widespread behavior which adapts with it. The concerned citizen participation right, way as well as operation mechanism constitute the important content of the modern democratic politics systemSince on the century70, 80 the public governance idea logical trend as well as the administrative reform tide which has emerged in the west has provided a brand-new angle of view for the citizen. The citizen participation has the intense time value. It is advantageous not only to the impetus politics civilized advancement but also to construct the construction service government and the socialism harmonious society.The motive of the citizen participation is multitudinous in the theory viewpoint, but when we sum up the citizen mainly manifests in the democratic, it can be described as political realization, maintenance of the public interest as well as the citizen qualifications display. Though the citizen participation in the Western nation academic circles has "Third Article Path", it faces the challenges such as democratic aspect and efficiency promotion. Especially in Chinese concrete politics culture environment, many barrier factors like the fetter of the traditional idea still exist in the citizen participationTherefore, in the present time, the urgent need is to theoretically construct a way of the citizen participation which suits the Chinese national condition. All these can be summarized as follows: Cultivating citizen consciousness of participating, strengthening the construction of citizen participation institution, reinforcing the material conditions of citizen participation, regulating the procedure of citizen participation, innovating the way of citizen participation and so on.更多还原
