【摘要】 从新疆经济发展的现状出发,运用区域经济研究的相关理论和方法,综合相关学科知识,对新疆的产业结构进行了研究,通过对研究的结果进行分析,提出了新疆产业结构调整的整体方向和思路。通过对新疆产业结构的研究,本文认为,改革开放以来,新疆的产业结构逐渐得到优化和升级,但目前的产业结构水平还比较底,产业结构还处于较低层次;三次产业内部不合理,第一产业比重较高,第二产业发展相对滞后,第三产业发展较弱;产业结构区域发展差异大,区域二元结构特征突出,所有制结构缺乏活力。随着新疆经济发展的内外部环境的变化,现有的产业结构已经不能与经济的快速、协调、健康发展的要求相适应。因此,需要根据实际情况调整产业结构,实现产业结构的优化和升级。本文研究认为,目前新疆产业结构调整的整体方向和思路是:以科学发展观统领经济社会发展全局,适时适宜地选择和确立一定时期的主导产业,从着眼于选准和培育主导产业出发,力求通过主导产业的拉动,实现产业结构的优化和升级。依据新疆现存产业结构的特征,利用经济学的有关理论和方法,本文建立了区域主导产业评价指标体系,采用模糊综合评价模型,结合定性分析,对新疆主导产业的选择进行了实证研究。通过对研究的结果进行分析,本文将农业、交通运输及仓储业、金属冶炼及压延加工业、石油加工业、石油和天然气开采业、建筑业、化学工业和纺织业确定为新疆今后一段时间内的主导产业。该分析结果与新疆产业经济发展的实际情况基本相符,具有较高的客观性和现实性。结合新疆实际,就新疆主导产业的发展提出战略规划蓝图和建议对策,为合理调整产业结构、培育主导产业提供科学依据。更多还原

【Abstract】 By using the related theories and methods of economy and synthesizing related academic knowledge, the author makes a study on the industrial structure of Xinjiang and puts up the direction of industrial structure adjustment in Xinjiang.By researching the industrial structure in Xinjiang, the author thinks the industrial structure is still in lower level at present, Primary Industry’s composition is higher, Secondary Industry’s development is lower , Tertiary Industry’s development is thin , the district industrial structure development is unbalanced seriously. Along with the change of the internal and external economic environment of in Xinjiang,the existing industrial structure already can’t go with the request of the economic development, therefore, according to the actual circumstance,the industrial structure needs to be adjusted and the reasonable leading industry needs to be choosed.The author thinks that at present the overall guideline of Xinjiang industrial structure adjustment is to command the economic and society with the scientific development of view, and the direction of industrial structure adjustment in Xinjiang is to select the reasonable leading industry and push the industrial structure degrading by the leading industry’s development. A method of choosing the regional leading industry is applied in the paper according to the existing industrial structure in Xinjiang. Based on the relevant knowledge and method of the economics, the synthetic evaluation index system of regional leading industry is also established. The positive study for choosing the leading industry of Xinjiang is made with the fuzzy comprehensive assessment model. The author chooses the leading industry of Xinjiang, which are agriculture, transportation and storage, smelting and pressing of metals, oil processing, extraction of petroleum and natural gas, construction, raw chemical materials and chemical production, textile industry. The results of this analysis basically conform to the reality of Xingjian’s industrial development , thus proving the objectivity and feasibility of the approach.Combined with Xinjiang actual situation, the paper makes some suggestions according to the development of the industry, and puts up the blue space layout of some leading industry and the proposal.更多还原
