服务型政府：和谐社会视野下我国政府转型的必由之路

【摘要】 和谐社会是人类孜孜以求的目标，而政府在构建和谐社会中起着极其重要的作用。尽快实现政府转型，建设服务型政府，是我国政府改革的目标和必然选择。本文从和谐社会的视野来审视服务型政府，以对服务型政府的界定为基础、通过对我国政府转型及其现状的系统分析，提出了从治理理念、职能转变和具体制度的构建三个层面建设服务型政府的对策。本文主要分为三个部分：第一部分界定了服务型政府的内涵，并简要分析了服务型政府的特征、主要职能以及构建和谐社会背景下建设服务型政府的意义。第二部分从分析我国政府管理模式的转型入手，着重分析了我国政府存在的问题，包括政府治理理念的错位、政府职能重心错位和政府行为方式不规范，制度不健全等。第三部分在前文分析的基础上，提出了建设服务型政府的相应对策，包括确立“社会本位”、“公民本位”的服务理念和以科学发展观为指导的施政理念；科学界定政府职能，实现从发展优先型政府向服务优先型政府的转变，把政府的职能重心从经济建设上转移到社会管理和公共服务上来；建立与服务型政府相适应的决策制度、公共财政制度、绩效评估制度和公务员制度。更多还原

【Abstract】 The harmonious society is pursued by mankind continually, and government plays an extremely important role in building a harmonious society. To transform the government model as soon as possible and build service-oriented government are the objectives and the inevitable choices of the Chinese government reform. To study the service-oriented government from the perspective of building the harmonious society, first we should define the conception of the service-oriented government clearly, then based on our analysis of the government transformation and its status quo, we propose the countermeasures, that are, to change the governance ideology, to transform the government function and to build specific systemsThis paper is mainly divided into three parts:In the first part, we define the connotation of the service-oriented government, and have a brief analysis of the characteristics of a service-oriented government, its main functions and the significance of building a service-oriented government on the background of constructing the harmonious society.In the second part, based on the analysis of the transformation of government management model, we put emphasis on the problems of the Chinese government, including the government ideology’ misalignment, the government functions’ misalignment, the government’ unregulated behavior and imperfect system.In the third part, we propose the countermeasures of building a service-oriented government, that is, to establish the "society-based"、"citizen-based" service ideas and the administrative ideas guided by the views of the scientific development concept; to define the government functions scientifically and change the function focus from economy to social management and public service; to build a decision-making system, the public financial system, the achievement evaluation system and the civil service system in accordance with the service-oriented government.更多还原
