农村公共物品供给短缺及其对策研究

【摘要】 农村公共物品的有效供给是实现农村可持续发展的重要基础。当前，我国农村公共物品供给严重短缺，农村公共物品的供给难以满足农民的生产、生活以及农村发展的实际需求。农村公共物品供给与需求的严重脱节，极大地阻碍了农村经济社会的发展，已成为制约农业、农村发展及农民负担减轻的“瓶颈”。为解决农村公共物品供给短缺问题、实现农村公共物品的有效供给，本文在阐述农村公共物品基本理论的基础上，通过对我国农村公共物品供给短缺现状的研究，分析了农村公共物品供给短缺形成的深层原因，并探求解决农村公共物品供给短缺的对策设计，以实现农村公共物品供给与需求的平衡，从而减轻农民负担，推进农业发展，促进农村经济繁荣。全文共分为六个部分。导论阐明了本文的选题缘由及意义、国内外研究现状以及写作思路和研究方法；第一章为理论概述部分，在阐述农村公共物品基本理论的基础上，简要分析了农村公共物品的供给与需求；第二章主要对我国农村公共物品供给短缺的现状进行了全面分析，总结出我国农村公共物品供给短缺主要表现在：供给总量不足、结构失衡和地区差异大这三个方面，其中，对农村公共物品的四个方面，即农村基础设施、教育、公共医疗卫生和社会保障的供给总量不足进行了重点分析；第三章系统分析了农村公共物品供给短缺形成的深层原因，得出我国城乡二元分割、决策管理机制混乱、财政资金匮乏和政府职能角色错位是导致农村公共物品供给严重不足的根本性因素；第四章是在前文的基础上，为解决农村公共物品供给短缺问题寻求对策设计，必须从树立正确意识、构建整体格局、完善决策管理机制、稳定资金来源、划清政府职能和促进配套改革六个方面入手，才能从根本上解决农村公共物品的供给短缺的问题；文章的结语部分则是对全文的回顾与总结，并指出了尚待深入探讨的问题。更多还原

【Abstract】 Effective supply of rural public goods is the foundation of countryside sustainable development. At present, supply shortage of rural public goods is extraordinary serious, the supply of rural public goods cannot meet the living of farmers and the actual needs of rural development. The gap between supply and demand of rural public goods has seriously hindered the development of rural economy and society, constrained the rural development. It has been called the "bottleneck" of the peasants burden alleviating. If we want to solve the problem of supply shortage, and realize the effective supply of rural public goods, we have to analyze the current situation and the underlying reasons of supply shortage on the basis of theoretical studies, and search for countermeasure to resolve the problem of supply shortage of rural public goods, then achieve the balance between supply and demand. Thereby alleviate the burden of farmers, promote agricultural development and realize the rural economic prosperity.This thesis can be divided into five parts: The introduction clarifies the selection causes, significance of the topics, the domestic and foreign research actualities, train of thought and method of writing; Chapter I outlines theory ,it’s the analysis of basic theory , supply and demand of rural public goods; Chapter II analyzes the current situation of supply shortage of rural public goods , sums up the major manifestations are: supply shortage of overall volume, structural imbalance, significant regional difference. Then emphasis on the main areas of rural public goods, such as rural infrastructure, education, public medical treatment, public health and social security.; Chapter III is the systems analysis of underlying reasons of supply shortage of rural public goods, this chapter identifies that the dual urban-rural split, Chaotic decision-making mechanism and management, financial tension and confusion of government function; Chapter IV seeks for countermeasure to resolve the problem of supply shortage of rural public goods. We should set the correct consciousness, construct a new overall construction, improve decision-making mechanism and management, ensure the stable source of funds, make a clear distinction of government functions and promote the coordinated reform. Then the problem of supply shortage of rural public goods can be resolved completely radically. The last section sums up the views of the whole thesis and the problems of further research we need.更多还原
