【摘要】 本论文首先提出了矿泉水产业的概念,界定矿泉水类企业、事业的总和均属矿泉水产业范围。分析了国外矿泉水产业的形成过程和发展过程,我国矿泉水产业的现状和问题。重点分析了国内外矿泉水产业未来的发展趋势和市场需求。论文分析了长白山地区矿泉水资源开发的历史沿革和现状,指出了目前面临的主要问题。针对这些问题和市场未来发展趋势,结合发展战略理论,提出了长白山地区矿泉水产业发展战略,将长白山地区矿泉水产业发展分为两个阶段进行实施。具体包括骨干企业建设战略、矿泉水产业基地建设战略、水源保护区建设战略和品牌发展战略。并重点对骨干企业建设战略和矿泉水产业基地建设战略进行简单经济效益分析。论文最后提出了战略实施的保证措施,具体包括法制法规建设、建立健全技术支撑体系和矿泉水标准体系、矿泉水资源保护管理等,重点提出建立投资保障体制,以保障发展战略的顺利实施。更多还原

【Abstract】 Accompanied with people’s living standard arise, healthy is taking seriously by people more and more. The mineral water product goes down well in our country. The marketplace increases with each passing day to the needly amounts drinking natural mineral water. The already entered the new development stage, what being brought about economic effect of mineral water resource exploitation is more and more notable. Union Industrial Economics concept and the development of mineral water resources, definition mineral water estate is similar to the enterprise and cause sum. Not only include mineral water manufacturing enterprises and sales market, but also include protection of mineral water source, the society and economy avails that it brings along.Abroad mineral water estate develops have already certain scale now, the law and legal institutions are regulated detailed and strictly. The treating handicraft is advanced, owned lots of famous brand, consumer’s consumption concept is mature. The exploitation of drinking natural mineral water in our country having started from the beginning of last century, arrived at the eighties medium term, the exploitation and production of bottled mineral water in the whole nation have got prompt development. Product quality is raised year by year. The mineral water output increases by steadily with 30% ~ 40%’s extent. But our country mineral water estate is fairly immature. Such as be short of standard management in mineral water marketplace, be short of large-scale abundant funds of mineral water enterprise, mineral water knowledge propagating is not enough at present in our country, and so on. These have all affected development of mineral water estate. Future mineral water estate developing trend will include that the mineral water consumption give first place to daily consumption of family, mineral water produces goes into general developing large-scale and Corp.-rization. According to average annual growth rate of mineral water estate, the growth rate of our country’s mineral water consumption will be almost 12% a year, the kind of mineral spring drink product will also increase. The potential of marketplace will also develop enormously.There are lots of high quality mineral water resources in Changbai mountains region of Jilin province. It has notable ecological environment advantage. Mineral water is as clear as crystal. Spring water has embodied the characteristic of natural and not be contaminated. At present, there are 172 places of mineral water source already passed the technical expertise. The amount to be exploited allowance is 286 thousand m3/d, and account for 10% of the whole nation quantity. It is one of world three big mineral water place of production. But, there exists many problems in Changbai mountain region mineral water estate at present in developing. Such as, the resource has not been developed making use of an effect and protected sufficiently. The brand influence is not big. The dynamics propagating is insufficient. The new idea in science and technology ability is comparatively weak. So today in continuing increasing of mineral water market demand, according to these weaknesses ,for make rational use of resources and prosperous regional economies, the Jilin provincial government decides to develop Changbai mountain region mineral water estate energetically. The develop priority are Jing Yu area, Fu Song area and An Tu area etc. Make mineral water estate become Jilin province new industry. And make mineral water estate become the important component vitalizing the old northeast industrial base.At the original of developing estate, it requires the area corresponding development strategy according to Changbai mountains region. Area development strategy study be secondary economy, society and politics (or policy) angle come investigation and discussion that area function, structure and move round condition develop long-term and all-round regularity, work out one comparatively long time inner regional economies develop needing to reach key target and attain these objectives but adopt everything guiding ideology of measure and tactics. The strategy developing of Changbai mountain area mineral water estate is to be the system forming of large-scale, high-quality, many series, height beneficial result, sustainable natural mineral water estate process ten till effort in 20 years. Specifically for the developing situation and resource problem, priority brings forward several development strategies as following:①. According to Changbai mountain area, the fundamental condition having been mainly divided such as Jing Yu, An Tu, Fu Song, Hui Nan estate.③. Mineral water protected area building plan. The developing direction build is produced base on combining with mineral water estate and natural mineral water. It will carry out effective protection especially on the mineral water resource and environment in Changbai mountain area. The Changbai mountain mineral water brand does not become famous brand in industry at present. It needs to adopt a series of measures for expanding. For instance, building and developing "the natural Changbai mountain mineral water”region brand, and bring Changbai mountain domain name advantage into play sufficiently. Make a concerted effort to make out the natural Changbai mountain mineral water series brand. Change the brand into the famous brand step by step, to expand domestic and foreign market influence and occupation ratio in further. These several strategy complements each other.The strategy putting into effect back needs a train of guarantee measure. Include:①. Regulation law and legal institutions construction. It needs to carry out the country and province law about mineral water resource administration carefully when developing and making use of mineral water resource.
