【摘要】 目前,农民合作经济组织已成为具有全球性的普遍经济现象。国际合作经济发展的实践证明,政府行为对农民合作经济组织的发展具有重要影响,在农民合作经济组织发展中,要充分重视政府的作用。从我国的情况来看,2005年党的十六届四中全会明确指出,我国已发展到“以工促农、以城带乡”的新阶段,而新农村建设的重中之重就是如何实现农民增收。当前,我国农业经济的基本矛盾已发展成为小农生产与市场经济之间的矛盾,如何适应市场经济的要求,寻找农业生产的制度和组织创新,再次解放农村生产力成为最迫切的问题,而农民合作经济组织在这方面可以发挥积极和有效的作用。但国际合作经济组织发展以及我国自身的经验都表明,要使农民合作经济组织得到持续和健康的发展,政府行为必须得到规范,政府职能必须得到合理的定位。本文从农民合作经济组织的基本理论、政府与农民合作经济组织关系的基本理论出发,系统分析中国农民合作经济组织发展的历史、现状、存在问题及其发展过程中的政府作用等,在广泛借鉴国外、国内成功经验的基础上,就农民合作经济组织发展中政府行为的目标、原则和重点进行全面的分析研究,最终得出一些基本结论。更多还原

【Abstract】 Currently, farmers’cooperatives have become a widespread global economic phenomenon. The practice of international cooperative has certificated that the governmental actions has very important influence to the development of farmers’cooperatives. We should think sufficiently the governmental actions in the development of farmers’cooperatives. Judging from actual situations, the Fourth Plenary Session of the 16th National Party Congress has made it clear that our country has come to the stage of promoting agriculture depending on industry and pushing the development of country depending on the development of city. Moreover, the emphasis of the socialism new rural construction is however to increase farmers’earnings. We see, the basic antinomy of our country agriculture economy has already developed to the antinomy between the small agriculture product and market economy .How to adapt the request of market economy,look for system and organization that the agriculture produces innovation, relieve village productivity to become the most urgent problem again. But the farmer cooperate economy organization in this aspect can develop actively with valid function. But the development of international cooperative organization and our country experience of the oneself expresses,make farmers’cooperatives to get keep on with healthy development, the government working talent has to get a reasonable fixed position.Full text from introduction, related theories, the text part, synopsis conclusion...etc. four part constitute.1. Section 3 clarifies western farmers’cooperatives theories, introducing a western cooperative organization theories of origins, concrete contents and its development turn into, explaining farmer a cooperation economy to organize existent rationality from the classic economics, new-made degree economics etc. Section 4 then gives under the modern market economy condition, the farmer cooperates economic organization a development a working talent to position in the government of theories foundation, include national theories and ILO of the market out of order theories, public policy theories, states theories norm that farmers’ cooperatives and government relation to carry on.3.
