【摘要】 全球知识经济时代的到来对我国既是机遇也是挑战，建立和完善技术创新政策体系是二十一世纪世界科技、经济发展对我们提出的一项紧迫任务，它关系到我国企业在全球经济体系中的生存和发展。科技型中小企业作为技术创新活动的重要载体，在技术创新方面发挥着重要作用。然而，由于我国重视科技型中小企业工作比较晚，尤其在创新政策体系建设上还远远落后于发达国家，支持其技术创新的某些政策还需要进一步的建立和完善。因此，借鉴国外经验，制定符合我国国情的科技型中小企业技术创新政策，规范和引导科技型中小企业的技术创新活动，成为我国在新世纪迫切需要研究解决的重大课题之一。论文在综合国内外有关研究成果的基础上，界定了科技型中小企业技术创新政策的概念、以及蕴涵的主要政策手段。分析了支持我国科技型中小企业技术创新政策的现状，根据发达国家的经验启示，从供给、需求、环境三个方面提出了重构政策体系的建议。更多还原

【Abstract】 The arrival of the global knowledge-based economy ages is an opportunity to our country , challenge as well . With world science and technology and economy developing in 21 century , it is urgent for us to build and perfect technology innovation policy system . It relates the existence and the development of our country business enterprises in the global economic system .As important undertaker of technology innovation activity , science technology middle and small-sized enterprise(science-tech SMEs) play a major role in the technology innovation .However ,our country did not perfect Science-tech SMEs work many years ago .Particularly ,creative policy system still gets behind with flourishing nations far and far .Some policies of supporting technology innovation still need to establish and perfect .Therefore , drawing lessons from foreign experiences , drawing up to match our nation’s Science-tech SMEs technology innovation policy , leading to technology creativity of Science-tech SMEs become one of the important topics that our country needs to study to solve urgently in the new century .The paper ,based on domestic and international research achievement .defined the concept of Science-tech SMEs and main policy means ,and also analyzed the present conditions of Science-tech SMEs’ technology innovation .According to the experiences of developed countries ,putting forward some suggestions to set up policy system from supplying , demanding , and environment.更多还原
