中国—东盟安全合作机制的构建研究

【摘要】 加强与周边国家的安全合作,是维护我国国家安全的重要内容,也是我国外交战略的重要组成部分。本文把研究重心放到中国与东盟的安全合作上,首先对近年来我国与东盟的安全形势进行了详细的论述,并始终将要着眼点主要放在中国与东盟的安全合作机制的建构上。本文认为,近年来东盟地区的安全形势、我国的周边安全形势在客观上要求我国与东盟建立安全合作机制,双方在非传统安全合作领域的合作将是我国与东盟在安全合作的重点。文章分别介绍了我国的新安全观和东盟的综合安全理论,并把我国的和平崛起引入安全合作机制构建的客观作用中,这也体现了文章在安全机制构建思想中的创新点。文章主要分为四部分:第一部分是文章研究的现实基础,即中国东盟安全合作机制的研究现状及安全形势。文章首先对东盟地区安全形势做了回顾,认为冷战结束后,和平与发展成为世界的主旋律,东盟的独立性和自主性也逐渐增强,东盟地区安全从传统的军事安全向综合安全转变,非传统威胁上升。而我国的东南部安全形势随着国际形势的转变也不容乐观。因此有必要加强双方在安全领域的合作。文章随后对中国东盟安全合作机制做出了范畴界定。第二部分阐述了双方的新安全观成为了安全合作机制构建的理论基础。详细分析了我国的新安全观以及东盟在我国外交战略中的基本定位。另外指出,我国的和平崛起在客观上能够对安全合作机制的构建起到推动作用。我国政府和人民也以在东南亚的这些危机中的实际行动展现了中国和平崛起的大国形象,为安全机制的构建、疑虑的消除起到了重要作用。第三部分指出了双方在构建安全合作机制构建过程中所存在的客观的障碍性因素,这些因素有些是历史问题,有些是现实存在的困难。文章认为,构建起安全合作机制,首先就要客观认识到双方存在的问题,并要在双方互信,互相谅解的基础上,对矛盾和争端的解决做出最大程度的协调和努力。第四部分是中国-东盟安全合作机制的构建思路。文章首先指出了安全合作机制的构建原则,认为《东南亚友好合作条约》应该成为中国东盟安全机制构建的核心原则。我国与东盟国家应该以法律为保障,加强合作体制的制度化和规范化;以政治互信与经济合作为基础,深化安全合作机制;以非传统安全合作为主要内容,加强领域多形式合作。最后,文章对安全合作机制的构建给了简要的客观的评价,认为其构建将在维护我国东南安全以及东盟地区安全过程中发挥重要作用。更多还原

【Abstract】 It is the important content to maintaining our national security for strengthening our national security cooperation with Peripheral countries, and it is also the important constituent of our country diplomacy strategy. This article puts the research center to Chinese and in Association of Southeast Asian Nations’ security cooperation, and has carried on the detailed elaboration to our country and Association of Southeast Asian Nations’ security situation recent years , then puts objective point mainly on construction for Chinese and Association of Southeast Asian Nations’ security cooperation mechanism. The paper points out that our country and the Association of Southeast Asian Nations has to establish the security cooperation mechanism because of both the Association of Southeast Asian Nations regional and our country peripheral security situation, and non- tradition security cooperation domain will be key point of the relation. The article separately introduced our viewpoint of security and Association of Southeast Asian Nations’ comprehensive security theory, and brings peaceful rise theory into the construction of security cooperation, which is also manifesting the innovation spot in the thought of the security mechanism.The paper is mainly divided into four parts:The first part is the realistic foundation of the research, which is that present situation and security situation of Chinese and Association of Southeast Asian Nations security cooperation. The paper has first made the review to Association of Southeast Asian Nations’area security situation, and points out that Peace and development comes into the main melody in the world after the cold war, Association of Southeast Asian Nations’ independence and the independency also gradually strengthen, the area security goes from traditional military security to synthesis security transformation, and non-traditional threat rise. However, our country southeast area security form is also low along with the transformation of international situation. Thus it is necessary to strengthen in the security domain cooperation for both sides. The paper has afterwards made the category to the Chinese and Association of Southeast Asian Nations’security cooperation mechanism. The second part elaborated bilateral new viewpoint of security which has become the academic foundation of security cooperation mechanism, analyzing our new viewpoint of security as well as our country diplomacy strategy basic localization of Association of Southeast Asian Nations. The paper also points out that peaceful rise of our country has positive function to the security cooperation mechanism. Our government and the people also have unfolded the great nation image in Southeast Asia’s these crisis and also reflected the Chinese peaceful rise practice. And it plays the very important role in constructing the mechanism and anxiety elimination.The third part had pointed out the objective barrier factor which in the process exists for sides in constructing the security cooperation mechanism, and in these factors, some are the problems of a political nature, some is the difficulty in realistic existence. In order to establish security mechanism, both sides should realize the objective problem, makes the greatest degree to the contradiction and the conflict solution in the bilateral mutual confidence, the mutual tolerance and understanding foundation.The fourth part is the mentality in constructing of Chinese - Association of Southeast Asian Nations security cooperation mechanism. The paper has first pointed out the principle in constructing security cooperation mechanism, and Southeast Asia Friendship and Cooperation Treaty should become the core principle in security cooperation mechanism. Our country and the Association of Southeast Asian Nations should take the law as the safeguard, strengthen the cooperation system towards to the institution and the standardization; take the political mutual confidence and the economic cooperation as the foundation to deepen security cooperation mechanism; take the non- tradition security cooperation as the main content to strengthen the domain multi- forms cooperation. Finally, the paper gives the mechanism the brief and objective appraisal, namely that the construction will play the vital role in our national security as well as in the Association of Southeast Asian Nations area security.更多还原
