【摘要】 政府改革和创新的历史悠久，但是过去的政府改革和创新一般不是政府自身主动进行的，而是社会变革的力量激发的。构建创新型政府是化被动为主动，力求让政府主动适应社会发展变化，推动社会发展变化，而不是社会发展的阻碍。通过采用类比推理、实例论证、比较论证等方法，分析探究中外政府创新的事例，尤其是最近二三十年新公共管理运动的经验教训，本文试图探索出一条构建创新型政府的有效途径，为中国当代的政治发和社会尽一份微薄之力。创新型政府是一种新型政府，具有不同一般政府特征的政府。这种政府是拥有完整的政府创新机制，能够主动自觉的推动政府创新的，并且以政府创新为主要推动力的政府。构建创新型政府十分必要。现今，世界科学技术的发展日益加快，经济转向全球化，政治民主化及政府创新成为无可阻挡的巨大潮流。这些都要求构建创新型政府，去积极应对。我国的科技、经济水平相对落后，社会主义体制也待完善，有效应对这些挑战的途径就是构建创新型政府。创新型政府概念的提出具有一定的理论意义。构建创新型政府涉及到公共管理学、行政管理学、政治学、创新学等，对这些学科的一些理论提出新的观点和看法，也增添了一些新的内容。构建创新型政府也具有重要的现实意义。构建创新型政府可以促进政府创新工作的进行，可以加快创新型国家建设，可以促进社会创新的进行。尽管我国已经进行许多政府创新活动，但我国还不是创新型政府，还存在着一些构建创新型政府的阻碍。如创新机制的不完善，守旧的思想文化，等等都阻碍创新型政府的构建。构建创新型政府是一项庞大的工程。首先要树立创新理念，构建创新文化。其次要培养创新型领导干部，发挥领导干部的核心作用。第三要完善政府创新体系，提供创新的人财物保障。第四要聚集大批创新型人才，实施政府创新工程。第五要转变政府职能，把创新列为政府的重要职能。第六借鉴以前政府创新的经验教训，加强当前政府创新的交流与合作。更多还原

【Abstract】 The history of government reforms and innovations is long-aged. Government reforms were not spurred by themselves, but by the strengths of social changes in the past. Constructing innovative type of governments is to alter the situation of government from state of passivity to initiatives and let the government suits and promotes the development and changes of the society and not let the government be a hindrance of the development and changes of the society.In this article I use methods of analogy, examples comparison to explore the examples of government, and to summarize the lessons and experiences of government innovation .I make an attempt at finding out one effective way of building innovative type of government, so that I can do my little bit for the politic development and social advances of china nowadays.Innovative type of government is a new type government with different traits compared with general governments. This type of government posses full system of government innovation to push the innovation of government consciously. The development of this type of government mainly depends on the strengths of innovations of government. It’s necessary to build innovative type of government. Nowadays the development of science and technology become more and more quickly in the world, and economics turn to globalization. The politic movement of democracy and government innovations become great tides without anything can block up. All this things ask for us building innovative type of government to deal with all kinds of challenges. Science, technology and economics of our country is behindhand, moreover our politic system of socialism need to improve. The effective way to win these challenges is to build innovative type of government.Building innovative type of government is of important meaning of theory. It involve science of public management, science of administration, political science and science of innovation .In this article I describe some opinion of my own about some theories, and I add some meaningful new achievements of my own. Meaning of reality of building innovative type of government is significant too. To build innovative type of government can accelerate the work of government innovation, the building of innovative type of nation and the work of society innovation.Although our government carried out lots of work of government innovations, our government is not innovative type of government. There are hindrances to impede the building of innovative type of government. For example, the incomplete innovative system of government and the conservative idea are hindrances to impede the building of innovative type of government.Building innovative type of government is one important work. First setting up concept of innovation, cultivating culture of innovation. Second nurturing the innovative type of cadre and leader, developing their function of center. Third perfecting innovative system of government, providing the property of government innovation. Fourth gathering lots of innovative type of talents, implementing project of government innovation. Fifth converting the functions of government, looking innovation as one important function of government. Sixth drawing lessons from government innovation before, enhancing the cooperation and interflow of government innovation now.更多还原
