【摘要】 建筑工程承发包价格管理关系到国家建设资金的合理利用，还关系到维护建筑市场的秩序以及保护承发包双方合法权益，是国家有关主管部门和建筑各方都非常关心的问题。而建筑承发包价格的发展变化与国民经济的发展以及与国家经济体制改革密切相关。建筑工程承发包价格的发展变化规律又是承发包价格管理中一个非常重要的问题，但是关于这方面的研究目前还存在着缺陷。鉴于此，本文进行了建筑工程承发包价格发展变化轨迹的研究，填补了将建筑工程承发包价格作为历史发展过程分析的空白。本文首先研究了我国建筑工程承发包价格组成及确定方法的发展和演变；分析了建筑工程承发包价格在不同历史时期的影响因素，探索了影响承发包价格最主要的两大因素——人工费和材料费；对我国建筑工程承发包价格的历史数据进行了统计分析，探讨了生产要素变化和承发包价格变化的关系，分析人工单价和机械台班单价相对于承发包价格变化过低的原因，指出了其与承发包价格不协调的现状，进一步分析了在剔除通货膨胀因素后的承发包价格发展趋势。在此基础上根据承发包价格和其影响因素之间的关系，采用BP神经网络建立了承发包价格发展变化的预测模型。并以西安市为例，应用该预测模型对其承发包价格进行了预测，证明了该模型具有很好的实用性和可操作性。通过建筑工程承发包价格历史发展轨迹的研究，揭示了建筑工程承发包价格发展规律及其影响因素的关系，在一定程度上充实和完善了我国建筑工程承发包管理理论，为合理的确定、有效控制工程造价、规范工程计价提供理论依据；在实践上可为节约国家固定资产投资、建立造价信息化管理提供依据。另外对我国建筑产品价格体制改革以及与国际建筑市场接轨，使建筑工程承发包价格朝着科学、健康的方向发展有一定的参考价值。更多还原

【Abstract】 The construction contract-issuing price management which related the national construction fund the reasonable use, but also related the maintenance construction market the order as well as the protection forwards the package of bilateral legitimate rights and interests, is Country Concerned Department responsible for the work and the building all partners all extreme issue of concern. But constructs contract-issuing’s changing was closed to the national economy development and the state economy organizational reform. The rule that construction contract-issuing price the development also is an extremely important question in the contract-issuing price management. But there is the flaw at present about this aspect research. In view of this, this article carried on the developing history of the construction project contract-issuing price research. It will fill the blank which take the construction contract-issuing price as the historical development process analysis.Firstly, this paper studied the construction contract-issuing price composition and the determination method development and the evolution in our country; Then analyzed influent factors of the construction contract-issuing price in different historical periods and explored two most important factors influencing the contract price: labor cost and the material expense; Next, carried on the statistical analysis of the contract price historical data, discussed the relations between the change of elements of the production and the change of the contract-issuing price, analyzed the reason why the changes of the labor unit price and the mechanical unit price both are too lower than the change of the contract-issuing price and pointed out the state that they are not suitable for the contract-issuing price and concerned measures. Furthermore, the author analyzed the developing trend of the bidding price ignoring the inflation. Based on this, according to the relationship between the contract-issuing price and its influent factors, this paper established the BP neural network to establish the model which can forecast the developing trend of the contract-issuing price. Moreover, taking Xi’an city as the example, we apply this model to forecast the contract-issuing price price and testify the practicability and maneuverability of the model.Through the study on the developing history of the construction project contract-issuing price, this paper posted the developing rule and the relationship with its influencing factors, enriched and perfected the management theory of the construction project contract-issuing price in our country to some extent, and provided a empirical foundation of the reasonable confirmation, effective control and standardization of the construction cost. In addition, this paper has a definite reference value to prompt the innovation of our country’s building product cost system, its meet to the international construction market, and the construction contract-issuing price development towards the scientific and healthy direction.更多还原
