【摘要】 随着社会的发展和经济的增长，我国将面临巨大的资源约束瓶颈和环境恶化压力。中国要走可持续发展道路，发展循环经济刻不容缓。国家在研究和借鉴国际上发展循环经济经验和做法的基础上，通过推动清洁生产、建立生态工业园、建设循环经济型社会等模式，从企业、区域和社会层面进行了循环经济理论的探索和实践的尝试。将循环经济理念引入陕北能源化工基地正是本文创新之处。本文首先在研究国内外有关发展循环经济先进经验的基础上，结合陕北能源化工基地的现状，对构建陕北能源化工基地循环经济体系进行了较为系统的研究。具体内容包括：(1)提出陕北能源化工基地发展规划的定位、发展目标及近期、中远期发展产业链项目以及实施总体规划的措施。(2)对影响陕北能源化工基地发展循环经济的要素进行了分析，这些要素包括政策、法制、资金、资源、环境、科学技术、人力、政府、企业以及社会公众等。(3)通过对煤、石油、天然气以及岩盐的利用情况进行研究，设计了陕北能源化工基地的循环经济链。(4)将矿产资源最优利用模型应用到陕北能源化工基地的建设中，确定了矿产资源的最优利用条件，从而构建了陕北能源化工基地矿产资源开发循环经济体系的架构，主要包括：资源合理开发体系、资源洁净体系、资源转化体系以及生态保护体系。(5)构建了技术、法律法规、组织以及管理等促进陕北能源化工基地循环经济发展的保障体系。本文的研究是对传统经济理论的提高和创新，为陕北能源化工基地循环经济的发展奠定了理论基础，提供了科学合理的设计方案，对同类基地循环经济发展的理论性和可操作性有重要的借鉴作用。更多还原

【Abstract】 With the development of our society and the growth of economy, China will be faced with serious bottleneck of resource limitation and environmental deterioration. It is imperative for China to promote circular economy in the process of sustainable development. Our country has carried on the circular economic theory exploration and practice attempt from the enterprise, the region and the social level through the impetus of cleaning production, the establishment of Eco-industrial Park, the pattern of the construction of circular economic society, on the basis of international research and reference to developing circular economy. It is the innovation views to introduce circular economy to the energy resource and chemical industry base in the north of Shaanxi.Systematic research is carried on the system of energy resource and chemical industry base in the north of Shaanxi in this thesis, on the basis of advanced experience in the domestic and foreign studies related to the development of circular economy, and of the unifying of its present situation. The details cover as follows: (1) It proposes the development scheme which includes the localization, the goal and the near and the middle forward development of industry chain and the measure to the implementation of overall plans. (2) It analyses the essential factors including policy, legal system, fund, resources, environment, science and technology, manpower, government, enterprise as well as social public and so on. (3) Circular economical chains in the north Shaanxi are designed through the research on the use of the coal, petroleum, natural gas and the rock salt. (4) Optimal utilization model is applied to the construction of North Shaanxi, and then the most superior condition of mineral resource is determined. It constructs the system of mineral resource development of the energy resource and chemical industry base in the north of Shaanxi which concludes the reasonable resources development system, the pure resources system, the resources transformation system and the ecology protection system. (5) It constructs such security system as technologies, legal laws and regulations, organization and management to promote the development of north Shaanxi.The thesis is enhanced and brought new ideas to the traditional economic theory, offering theoretical support to the development of north Shaanxi.
