【摘要】 本世纪头20年，是我国经济社会发展的重大战略机遇期，也是科学技术发展的重大战略机遇期。西部地区在自身的不断努力和国家的长期支持下，造就了一支献身于西部的科技队伍，建成了一批科研与技术开发基地，形成了西部地区的高新科技园区。然而西部高新科技园区还存在着产业同构现象突出、土地利用效率不高、区域经济功能发挥不足、管理和组织协调工作落后等问题。在这个大背景下，如何充分发挥高新科技园区在地方区域经济中的带动作用，成为摆在我们面前的一个重要课题。我国的高新科技园大都是由政府创办的，政府在制定发展规划、提供土地和基础设施、选定优先发展的领域和项目以及引进外资、协调关系等方面均扮演着重要角色。论文从政府规划投资的角度，以理论和实际相结合的思路，针对目前政府在高新科技园投资决策管理中存在的问题，进行了认真的剖析。通过借鉴国外投资决策管理模式，并结合我国西部的实际情况，提出了投资决策指标体系。并用模糊数学的方法，结合熵理论和灰色系统数学工具，提出了一种既能反映事物客观实际，又可以定量表示的、简单可行的决策方法。结合陕西省渭南市高新科技园区发展实例，进一步验证了方法的可靠性，并得到了比较理想的评价结果。更多还原

【Abstract】 The first 20 years of this century, is the important period in strategy of Chinese economic and social development, is also the important period strategy opportunity of science and technology development. Under the hardworking and long-time supporting by government, wsetern china have brought up scientific and technical team, have established a batch of scientific research and technological development base, have formed High-tech park in western China But the High-tech park are returning the unbalanced phenomenon of estate structure. For example, land utilization efficiency is low, and the regional economies function brings deficiency into play, and the job managing and organizing coordination falls behind. Under this background, how sufficiently bring the effect of High-tech park to play hitting the target in local regional economy. Become an important problem before us.Most the High-tech parks are established by the government in China. The government is acting as important role in many fields, for example to work out the development plan, to provide land, to The selected developing field and project, to absorb foreign investment, to harmonize relation. The thesis plans the angle investing from the government. To problem of government invests decision-making on High-tech park, have carried out conscientious analyzing. By drawing foreign investment decision-making, and union our country western part reality, have brought investment decision index system. Use the fuzzy mathematics method, union thermal charge theory and gray system mathematics implement. Have suggested that objective reality can’t can expressions, simple feasible decision-making method quantitative one kind now that the energy reflects object.Use an example to combine with the High-tech Park Shaanxi Province Wei Nan City, have verified the method reliability further, and have got comparatively ideal valuation result.更多还原
