【摘要】 在我国加速城市化的过程中，大力发展中小城市是必然的选择。中小城市是农业人口转化为非农业人口的关键环节，其是否能够健康发展对我国城市化有至关重要的作用。由于大城市在发展过程中遇到了许多城市交通的问题，中小城市应吸取这些经验教训，对城市道路网布局及未来的交通进行合理规划，使城市交通能够可持续发展。本论文首先从城市交通规划发展的历史入手，分析了传统城市交通规划的主要特点及其在城市不断发展的状况下暴露出的不足，并根据可持续发展的基本内涵提出了城市交通规划的可持续发展的思想及原则。然后以提高交通效率、交通效益、降低交通公害、交通费用及促进社会公平作为可持续发展的城市交通的目标，提出了城市交通可持续发展的原则。并且论文通过分析研究城市交通对各方面环境的影响，引出了城市交通环境影响评价的概念，以及可持续发展的城市交通战略环境影响评价。论文还对中小城市交通普遍存在的问题进行研究，阐述了中小城市交通可持续发展的基本要求。并根据东西部地区城市化水平的差异，分析了东西部地区的中小城市交通问题的不同之处。针对中小城市普遍存在的问题研究解决中小城市交通对周围环境影响的对策，提出中小城市的交通应该走可持续发展的道路。本文最后以吐鲁番市为例，通过分析吐鲁番市的自然、经济及城市交通现状，及其城市交通可持续发展中的优势及制约因素，提出吐鲁番城市交通发展中存在的问题。然后根据城市交通可持续发展的目标原则，对吐鲁番市的城市交通的可持续发展状况进行分析，以所得结果提出相应的对策来解决吐鲁番交通可持续发展中存在的问题。更多还原

【Abstract】 In the process of accelerated urbanization in our country, vigorous development of small and medium-sized city is an inevitable choice. Small and medium-sized city is the essential link for the agricultural population transforms to the non-agricultural population, and has important affection for urbanization in our country if it can develop healthily. Because of the many urban transportation questions which big city has met in the process of development, small and medium-sized city should draw these experiences and lessons, and carry on the reasonable plan to the city road system and the future transportation, make the urban transportation can develop sustainable.The thesis commences firstly from the history of city transportation planning development, analyzes the main characteristics and the shortages that exposed under the situation the city continuous development of the traditional city transportation planning, and according to the basic content of sustainable development to put forward the thought and the principle of the urban transportation sustainable development.Enhancing the transportation efficiency and transportation benefit, reducing the transportation environmental pollution and the transportation expense, promoting social equality that have been regarded as the target of urban transportation sustainable development, and proposed the principle of urban transportation sustainable development. And through the analysis and research to the environment influence in various aspects of urban transportation, the thesis has put forward the concept of urban transportation environmental effect assessment and the strategic environmental effect assessment of urban transportation sustainable development.The thesis also researches the widespread and existent question in view of the small and medium-sized city transportation, elaborates the basic request of the sustainable development of small and medium-sized city transportation. And according to the difference of the urbanization between the region of East and West, analyzes the difference of the small and medium-sized city transportation question between the region of East and West. Then aiming at the widespread and existent question in view of the small and medium-sized city transportation, the thesis research the countermeasure to solute the influence of small and medium-sized city transportation to environment, puts forward the sustainable development path of small and medium-sized city transportation.Finally, the thesis takes the Turpan city as an example, through analyzing the nature, the economy and the urban transportation present situation of the Turpan city and its advantage and the restriction factor in the urban transportation sustainable development, proposes the existence problem in the process of Turpan urban transportation development. Then according to the target and principle of urban transportation sustainable development, the thesis analysis the situation of the Turpan urban transportation sustainable development, and puts forward the corresponding countermeasure to solve the problem which exists in the Turpan transportation sustainable development according to the obtained result.更多还原
