基于GIS的长春市城镇土地利用现状与潜力研究

【摘要】 基于GIS的城镇土地利用现状与潜力研究是城镇建设用地管理的重要内容,具有极其重要的理论和实践意义,本论文基于长春市城镇地籍管理信息系统,通过对研究区土地利用结构、利用强度、利用效益分析,构建了长春市城镇土地利用潜力评价模型及信息系统的开发目标、技术流程,其中着重分析了长春市城镇土地利用潜力的数量与空间分布特征,探讨了长春市城镇土地潜力开发的方向和途径,为长春市经济发展及有高效、科学的土地管理提供了参考。

【Abstract】 With the rapid economic development and accelerated urbanization process, Urban Constructed Land scale is increasing, the contradiction of Supply and demand is increasingly prominent. Understanding and grasp the urban land use potential, improving urban land use benefit, promoting Urban land use structure optimization and enhancing Function are all common topics concerned by foreign scholars. At present, the research on land use actuality and potential based on GIS is a hot topic.Based on urban cadastre information system in Changchun city, this paper studies emphatically the index system and evaluation methods of urban land use potential evaluation, the potential evaluation model building through the land use structure, intensity, benefit analysis and evaluating urban land use potential in Changchun city, the results can supply referrence for urban development, and scientific and efficient land management.In this study, adopting firstly economic volume ratio contrast and fuzzy synthetic evaluation to construct evaluation model and researching on exploitation target, function and technical process of land use actuality and potential evaluation system based on the existing cadastre management information system, evaluation system and so on in Changchun city, analyzing and evaluating urban land use actuality and potential by this system. The results showed that:(1) In Changchun City, the degree of land intensive use is upward trend steadily as a whole, it is shown that urban land use is developing toward more efficiency direction.(2) To quantitative structure, In contrast with the national standards for urban construction land, per capita living space is below the minimum level; per capita industrial land are high. Per capita road space level is slightly higher than the maximum level of the national standards. per capita construction land belongs to the national standards II, which reflects the land use of built areas are more tense and population are dense in Changchun city.(3) To urban land use spatial distribution structure, among the districts, business land-use, public facilities, Public construction in Chaoyang District account for the first, mining storage and residential area in Luyuan account for the first; In integrated subarea, the ratio of business administration in the transition zone is largest; from the center to periphery areas, the ratio of mineral storage area accounted for industrial storage area is increasing apparently. The ratio of residential land in the integrated zones has no difference.(4) In Changchun City, the average construction density is 17.3%, average construction volume rate is 0.55. Generally speaking, land use intensity is more accessible. Construction density below 30% account for 80% of the total area, construction volume rate less than 1.0 is above 80%. Among various types of land, residential land use intensity is the highest, followed by the commerce and service land. Among all districts, Nanguan land use intensity is the highest, followed by the Chaoyang and Kuancheng, land use intensity of Economic Development Zone is minimum. Land use intensity takes on degression trend from the center to the transition area, but from the transition area to the periphery areas, the land-use intensity takes on ascending trend.(5) Land utilization efficiency is lower as a whole in Changchun city, and it does not compare with Shenzhen, Shanghai, Nanjing, Dalian, Harbin and other cities, in the northeastern four major cities, Changchun city also ranks last.(6) To the application results, models based on economic volume ratio comparative analysis and fuzzy comprehensive evaluation applied existing land management information systems in Changchun city with better maneuverability, and using two evaluation methods enable evaluation results more comprehensive and scientific.(7) Based on GIS and Internet/Intranet technology, the assessment system of urban land use has a strong dynamic characteristic. This can adjust assessment results of land use potential and the information of land change simultaneously, make information system and urban land use status congruously, and immediately reflecting urban land use status and land-use potential and achieving land management present situation, and representing the future development direction of land management.(8) In this study, the potential evaluation of business and mineral storage land-use adopts economic volume ratio contrast, but the potential evaluation of residential land-use adopts fuzzy synthetic evaluation.To quantitative structures, unused land area account for 1.49% of study area, the horizontal land potential is smaller; Low used land area account for 29.90% of the study area, vertical excavation potential is larger. To the space distribution, in Changchun City, unused land mainly distribute in the urban transition areas and periphery areas, account for 83.63% of unused land area; low used land locate mainly in the transition zone and the periphery areas, account for 82.20% of low used land. Vertical excavation potential is larger.
